METHODOLOGY FOR CONDUCTING<br />

AERONAUTICAL STUDIES<br />

3.1 INTRODUCTION<br />

3.1.1 This chapter outlines a safety analysis methodology 1 that is used in Chapter 4 of this <str<strong>on</strong>g>Circular</str<strong>on</strong>g><br />

to assess the operati<strong>on</strong>al requirements and infrastructure needs for the accommodati<strong>on</strong> of <strong>NLA</strong> at existing<br />

aerodromes.<br />

3.1.2 If the level of aerodrome infrastructure is at least equal to that specified for code F aircraft<br />

in Annex 14, Volume I, these <strong>NLA</strong>s can be accommodated without alternative measures, operati<strong>on</strong>al<br />

procedures and operating restricti<strong>on</strong>s.<br />

3.1.3 Annex 14, Volume I permits the use of aer<strong>on</strong>autical studies in a few specific areas, namely<br />

taxiway minimum separati<strong>on</strong> distances and penetrati<strong>on</strong> of certain obstacle limitati<strong>on</strong> surfaces by existing<br />

objects. For example, paragraph 3.8.7 (Recommended Practice) envisages that it may be permissible to<br />

operate with lower taxiway minimum separati<strong>on</strong> distances than those specified in Annex 14, Volume I,<br />

Table 3-1 at an existing aerodrome if an aer<strong>on</strong>autical study indicates that such lower separati<strong>on</strong> distances<br />

would not adversely affect safety or significantly affect the regularity of aeroplane operati<strong>on</strong>s. Each State<br />

which approves an aer<strong>on</strong>autical study and its resulting alternative measures, operati<strong>on</strong>al procedures and<br />

operating restricti<strong>on</strong>s, is resp<strong>on</strong>sible for their applicati<strong>on</strong>. The Aerodrome Design Manual (Doc 9157), Part 2,<br />

Chapter 1, paragraphs 1.2.28 to 1.2.65 c<strong>on</strong>tain detailed guidance for c<strong>on</strong>ducting such aer<strong>on</strong>autical studies.<br />

3.1.4 A safety analysis has been developed which is divided into four steps. For each infrastructure<br />

item to be evaluated, the analysis includes the Annex 14 requirements, hazard identificati<strong>on</strong> and analysis,<br />

risk assessment and possible mitigati<strong>on</strong> measures.<br />

3.1.5 However, the <str<strong>on</strong>g>Circular</str<strong>on</strong>g> does not include definitive c<strong>on</strong>clusi<strong>on</strong>s for each infrastructure item.<br />

It will be the resp<strong>on</strong>sibility of airport operators and appropriate authority (States) to initiate aer<strong>on</strong>autical<br />

studies and to endorse c<strong>on</strong>clusi<strong>on</strong>s from the safety analysis, taking into c<strong>on</strong>siderati<strong>on</strong> the characteristics of<br />

the aeroplane to be operated, the local c<strong>on</strong>diti<strong>on</strong>s and their own legal, regulatory and other requirements.<br />

3.1.6 Appendix B c<strong>on</strong>tains a list of references to existing studies that may assist States and airports<br />

in developing their aer<strong>on</strong>autical studies, in accordance with Chapters 3 and 7. However it should be<br />

remembered that each study is specific to a particular c<strong>on</strong>text, and to a particular <strong>NLA</strong>, and cauti<strong>on</strong> should<br />

be exercised in c<strong>on</strong>sidering applicability to other situati<strong>on</strong>s and locati<strong>on</strong>s. Inclusi<strong>on</strong> of these references does<br />

not imply any <str<strong>on</strong>g>ICAO</str<strong>on</strong>g> endorsement or recogniti<strong>on</strong> of the findings, which remains a matter for the respective<br />

State to decide.<br />

the sake of c<strong>on</strong>sistency, it is advised that a single method be adopted as much as possible for all aerodrome infrastructure items.<br />
