1.2.6 The <str<strong>on</strong>g>Circular</str<strong>on</strong>g> also draws attenti<strong>on</strong> to the need for rec<strong>on</strong>siderati<strong>on</strong> of emergency plans to deal<br />

with incidents involving larger aeroplanes, and c<strong>on</strong>sequential aspects of rescue and fire fighting.<br />

1.2.7 Aircraft design and certificati<strong>on</strong> issues are not directly addressed in this <str<strong>on</strong>g>Circular</str<strong>on</strong>g>. However<br />

nati<strong>on</strong>al certificati<strong>on</strong> requirements may impact facilities, services, or aerodrome infrastructure requirements.<br />

1.2.8 During the early stages of introducti<strong>on</strong> of the <strong>NLA</strong>, and where it is expected that frequency<br />

of movements will remain low, States may take the decisi<strong>on</strong> to c<strong>on</strong>sider the statistical implicati<strong>on</strong>s of such<br />

frequency of movements <strong>on</strong> safety, in deciding <strong>on</strong> measures to be implemented.<br />

1.2.9 Aerodromes intending to handle operati<strong>on</strong>s of a given <strong>NLA</strong> may, with approval of the<br />

appropriate authority, provide the facilities with clearances less than those specified in Annex 14, Volume I,<br />

after carrying out aer<strong>on</strong>autical studies to ensure safety of operati<strong>on</strong>s is preserved for that specific aeroplane.<br />

However, facilities meeting code F requirements should be provided in full <strong>on</strong> all relevant parts of the<br />

movement area whenever new c<strong>on</strong>structi<strong>on</strong>s or major redevelopment are undertaken. When planning such<br />

c<strong>on</strong>structi<strong>on</strong> or redevelopment, it may be prudent to c<strong>on</strong>sider the requirements of future aeroplane types<br />

needing facilities in excess of code F. Guidance in this respect is given in the Aerodrome Design Manual,<br />

Parts 1 and 2. L<strong>on</strong>g term perspective planning to cater to future needs and the ability of the ground<br />

infrastructure to be modified quickly without disrupti<strong>on</strong> of ground operati<strong>on</strong>s and without compromising<br />

safety, would be advisable.<br />

1.2.10 If <strong>NLA</strong> operati<strong>on</strong>s are c<strong>on</strong>templated <strong>on</strong> runways narrower than the 60 m recommended in<br />

Annex 14, Volume I, due c<strong>on</strong>siderati<strong>on</strong>s should be given to all factors affecting safety, including:<br />

a) the type certificati<strong>on</strong> of the <strong>NLA</strong> c<strong>on</strong>cerned in accordance with Annex 8 (see Chapter 5,<br />

paragraph 5.1.2 of this <str<strong>on</strong>g>Circular</str<strong>on</strong>g>);<br />

b) the use of possible mitigati<strong>on</strong> measures discussed in Chapter 4, Secti<strong>on</strong> 4.1.2; and<br />

c) local c<strong>on</strong>diti<strong>on</strong>s and other operati<strong>on</strong>al factors.<br />

1.2.11 Attenti<strong>on</strong> is drawn to the fact that the alternative measures, operati<strong>on</strong>al procedures and<br />

operating restricti<strong>on</strong>s identified in this document are applicable to those <strong>NLA</strong> for which the critical<br />

characteristics are shown in Appendix A hereto. Should any of these characteristics change, appropriate<br />

studies will be needed to ensure c<strong>on</strong>tinued safety of operati<strong>on</strong>s.<br />
