OBSTACLE FREE ZONE — BALKED LANDING STUDY OVERVIEW<br />
1. INTRODUCTION<br />
OVERVIEW OF <strong>NLA</strong> BALKED LANDING SIMULATION STUDY<br />
1.1 A two-year study was c<strong>on</strong>ducted by the United States Federal Aviati<strong>on</strong> Administrati<strong>on</strong><br />
(FAA) investigating the balked landing scenario for new larger aeroplanes (<strong>NLA</strong>) using B747-400 aircraft<br />
technology. The FAA Balked Landing Study Program specifically focused <strong>on</strong> the risk analysis/probability<br />
of collisi<strong>on</strong> during a balked landing by an <strong>NLA</strong>. The outcome of the study c<strong>on</strong>sisted of:<br />
a) Iso-probability c<strong>on</strong>tours used to assess the impact of obstacles based <strong>on</strong> their distance<br />
from the runway centre line at any specific point al<strong>on</strong>g the length of the runway;<br />
b) data projecting excursi<strong>on</strong>s (lateral displacement from centre line) for <strong>NLA</strong> based <strong>on</strong> a<br />
wide range of flight profiles;<br />
c) how to address aerodrome elevati<strong>on</strong>; and<br />
d) other elements that may be identified as operati<strong>on</strong>ally pertinent to the risk analysis of<br />
existing aerodromes.<br />
1.2 This secti<strong>on</strong> c<strong>on</strong>tains a summary of the report of that study. It should be noted that the study<br />
assumed that the aeroplane guidance system is in “ground track hold” mode with the engagement of<br />
“go-around”. This becomes a special c<strong>on</strong>diti<strong>on</strong>, which does not c<strong>on</strong>flict with Annex 14.<br />
2. STUDY OUTLINE<br />
2.1 Over 200 000 computer simulati<strong>on</strong>s were c<strong>on</strong>ducted using the FAA Airspace Simulati<strong>on</strong> and<br />
Analysis for Terminal Instrument Procedures (TERPS) (ASAT). ASAT was developed to investigate missed<br />
approach procedures in the terminal airspace using highly accurate computer representati<strong>on</strong>s of the aircraft<br />
and the airspace/aerodrome envir<strong>on</strong>ment. A complete integrated aircraft c<strong>on</strong>figurati<strong>on</strong> simulati<strong>on</strong> model of<br />
the B747-400 was obtained from the Boeing Airplane Systems Laboratory in support of the study. (The<br />
model is the engineering versi<strong>on</strong> of the flight simulator data package, as provided to the simulator vendors,<br />
and satisfies all criteria for the qualificati<strong>on</strong> of flight simulators as specified in the <str<strong>on</strong>g>ICAO</str<strong>on</strong>g> Manual of Criteria<br />
for the Qualificati<strong>on</strong> of Flight Simulators (Doc 9625)).<br />
2.2 The study followed the outline for an aer<strong>on</strong>autical study as prescribed in secti<strong>on</strong> 1.2.32 of<br />
the <str<strong>on</strong>g>ICAO</str<strong>on</strong>g> Aerodrome Design Manual in support of the c<strong>on</strong>siderati<strong>on</strong> for the probability of collisi<strong>on</strong>. The<br />
purpose of this study was to assess the impact of the balked landing <strong>on</strong> the definiti<strong>on</strong> of the obstacle free z<strong>on</strong>e<br />
(OFZ) for aircraft with a wing span up to 80 m using collisi<strong>on</strong> risk methodology. In accord with the <str<strong>on</strong>g>ICAO</str<strong>on</strong>g><br />
collisi<strong>on</strong> risk model (CRM), the value of 1x10 -7 defined the Target Level of Safety (TLS) and was, therefore,<br />
the criteri<strong>on</strong> used to define the risk of collisi<strong>on</strong> between an aircraft <strong>on</strong> the approach and another aircraft,<br />
vehicle, or object <strong>on</strong> the ground. Iso-probability c<strong>on</strong>tours of 10 -7 were c<strong>on</strong>structed from the simulati<strong>on</strong> flight<br />
track data to serve as a basis for evaluating the OFZ definiti<strong>on</strong>. The iso-probability c<strong>on</strong>tours were c<strong>on</strong>structed<br />
