AIRCRAFT OPERATIONS<br />

5.1 AIR OPERATOR CERTIFICATION<br />

5.1.1 Annex 14 — Aerodromes, Volume I — Aerodrome Design and Operati<strong>on</strong>s, paragraph 3.1.9<br />

recommends a runway width of 60 m for code F aeroplanes, and paragraph 3.2.3 specifies 75 m overall width<br />

of runway and shoulders. For code E aeroplanes, the recommended runway width is 45 m, and the overall<br />

width of the runway and shoulders is 60 m.<br />

5.1.2 Compliance with Annex 8 — Airworthiness of Aircraft, requires the manufacturer to<br />

dem<strong>on</strong>strate that the aeroplane is c<strong>on</strong>trollable within the runway to be used. Annex 8 — Airworthiness of<br />

Aircraft, Part III B, Sub-part B. Flight, B.2.5 Take-off requires an aeroplane to be capable of taking off<br />

assuming the critical engine to fail, the remaining engines being operated within their take-off power or thrust<br />

limitati<strong>on</strong>s. Standard B.3.2.2 C<strong>on</strong>trollability <strong>on</strong> the ground (or water) requires the aeroplane to be<br />

c<strong>on</strong>trollable <strong>on</strong> the ground (or <strong>on</strong> the water) during taxiing, take-off and landing under the anticipated<br />

operating c<strong>on</strong>diti<strong>on</strong>s. Standard B 3.2.3 requires the aeroplane to be c<strong>on</strong>trollable in the event of sudden failure<br />

of the critical engine at any point in the take-off, when the aeroplane is handled in the manner associated with<br />

the scheduling of take-off paths and accelerate-stop distances. It is understood that during the type<br />

certificati<strong>on</strong> process, c<strong>on</strong>siderati<strong>on</strong> is given to the following criteria separately and, where appropriate, in<br />

combinati<strong>on</strong>:<br />

— maximum crosswind comp<strong>on</strong>ent<br />

— runway surface (dry, wet, c<strong>on</strong>taminati<strong>on</strong>)<br />

— failure c<strong>on</strong>diti<strong>on</strong>s including sudden engine failure<br />

— critical aeroplane loading (gross weight, center of gravity)<br />

— autoland operati<strong>on</strong>s, when applicable<br />

The manufacturer will provide in the flight manual, informati<strong>on</strong> <strong>on</strong> minimum runway width and the critical<br />

crosswind comp<strong>on</strong>ent under all anticipated operating c<strong>on</strong>diti<strong>on</strong>s as defined in Annex 8, Part I — Definiti<strong>on</strong>s.<br />

5.1.3 During air operator certificati<strong>on</strong>, the State of the Operator will need to review the availability<br />

of the facilities and services specified in Annex 14, Volume I, and may need to c<strong>on</strong>sider specific alternative<br />

measures, operati<strong>on</strong>al procedures and operating restricti<strong>on</strong>s referred to in Chapter 4 of this <str<strong>on</strong>g>Circular</str<strong>on</strong>g>, to<br />

preserve a level of safety acceptable to the State of the Operator in the event that the provisi<strong>on</strong>s of Annex 14,<br />

Volume I cannot be fully complied with. While establishing these alternative measures, operati<strong>on</strong>al<br />

procedures and operating restricti<strong>on</strong>s, States should review the informati<strong>on</strong> in the flight manual regarding<br />

minimum runway width and critical crosswind comp<strong>on</strong>ent under all anticipated operating c<strong>on</strong>diti<strong>on</strong>s.<br />

5.1.4 Normal requirements c<strong>on</strong>cerning operators’ emergency evacuati<strong>on</strong> dem<strong>on</strong>strati<strong>on</strong>s apply to<br />

<strong>NLA</strong>s. However, because of the number of passengers carried by <strong>NLA</strong>s and the height of the upper deck<br />

exits above the ground, special precauti<strong>on</strong>s may be needed to minimize the risk of passenger injuries likely<br />

to occur during the c<strong>on</strong>duct of emergency evacuati<strong>on</strong> dem<strong>on</strong>strati<strong>on</strong>s required for operator certificati<strong>on</strong>.
