3.4.2.2 The understanding of the risks is the basis for the subsequent evaluati<strong>on</strong> of alternative<br />
measures, operati<strong>on</strong>al procedures and operating restricti<strong>on</strong>s needed to safely operate an <strong>NLA</strong> <strong>on</strong> existing<br />
infrastructure.<br />
3.4.2.3 Where possible, the result of the risk assessment should be the establishment of alternative<br />
measures, operati<strong>on</strong>al procedures and operating restricti<strong>on</strong>s to mitigate risks for the n<strong>on</strong>-compliance of<br />
aerodrome facilities with <str<strong>on</strong>g>ICAO</str<strong>on</strong>g> code F requirements. These alternative measures, operati<strong>on</strong>al procedures<br />
and operating restricti<strong>on</strong>s should be regarded as minimum c<strong>on</strong>diti<strong>on</strong>s to achieve uniformity between similar<br />
operati<strong>on</strong>s at different airports. However, specific local c<strong>on</strong>diti<strong>on</strong>s at an aerodrome may prohibit the<br />
provisi<strong>on</strong> or applicati<strong>on</strong> of the minimum c<strong>on</strong>diti<strong>on</strong>s. In this case additi<strong>on</strong>al c<strong>on</strong>trol measures should be<br />
implemented in order to provide an acceptable level of safety.<br />
