The UN Secretary-General in his 29 January 2010 report to the UN Security Council noted that<br />

"The security environment continues to present significant risks to United Nations <strong>and</strong><br />

humanitarian staff in Darfur. UNAMID personnel were deliberately attacked on several occ<strong>as</strong>ions<br />

during the reporting period. […] On 5 December 2009, unknown gunmen shot <strong>and</strong> killed two<br />

UNAMID peacekeepers <strong>and</strong> injured another while the team w<strong>as</strong> supplying water to internally<br />

displaced persons near the UNAMID team site at Shangil Tobaya, Northern Darfur" (UN SC, 29<br />

January 2010, para.31).<br />

UNAMID h<strong>as</strong> not been able to meet the expectations of <strong>IDPs</strong> in Darfur in terms of its ability to<br />

protect them from violence. See for example the report by IRIN (20 October 2008), which quotes<br />

one IDP <strong>as</strong> saying, "These peacekeepers have been here for three or four years. Since they<br />

entered our country, they have not helped us in any way. They can't stop the government or<br />

those who attack us. They are just there. Today, they come take information. Tomorrow, more<br />

information. It's too much talk."<br />

The UN Secretary-General in his 14 April 2009 report to the UN Security Council noted that he<br />

w<strong>as</strong> "extremely concerned" about the impact on UNAMID of the expulsion of 13 international<br />

NGOs <strong>and</strong> the revocation of the licences of 3 Sudanese organisations. The Secretary-General<br />

stated that "A significant disruption in the provision of humanitarian <strong>as</strong>sistance will almost<br />

certainly lead to a serious heightening of tensions among internally displaced persons,<br />

particularly in the larger camps for the displaced. These added tensions could incre<strong>as</strong>e the risk of<br />

violence in the camps <strong>and</strong> their environs, complicating the ability of UNAMID to perform its<br />

protection m<strong>and</strong>ate" (UN Secretary-General, 14 April 2009, para. 61).<br />
