This figure takes into account secondary displacement of an estimated of more than 200,000<br />

individuals or 10 per cent of the total <strong>return</strong>ee population (IOM, December 2009, p.9):<br />

"It is also important to note that the figures provided above (Table 3) do take into consideration<br />

secondary displacements: instances where the <strong>return</strong> ‘fails’ <strong>and</strong> <strong>return</strong>ees leave their <strong>return</strong><br />

destination, either <strong>return</strong>ing to the place of original displacement (e.g. Khartoum) or to another<br />

places (e.g. Juba, Kadugli, other urban are<strong>as</strong>).<br />

Estimating the number of these secondary displacements is challenging. IOM, however, h<strong>as</strong> been<br />

able to provide an estimate of secondary displacement b<strong>as</strong>ed on IOM’s complementary Village<br />

Assessment Project. This project utilises Sudan-specific questionnaires to provide detailed village<br />

level <strong>as</strong>sessments (nearly 7,500 villages were <strong>as</strong>sessed in 2008 <strong>and</strong> 2009). The <strong>as</strong>sessments<br />

provide information on the population <strong>and</strong> tribal composition of villages, the availability of shelter<br />

<strong>and</strong> food, <strong>and</strong> livelihood opportunities <strong>as</strong> well <strong>as</strong> information on water <strong>and</strong> sanitation, health <strong>and</strong><br />

education <strong>and</strong>, critically, population movements.<br />

B<strong>as</strong>ed on the Village Assessment data, IOM is able to establish an estimated average<br />

percentage of secondary displacements across the following states. See Table 4 for more<br />

details."<br />

IOM Village Assessment Programme<br />

IOM also runs a village <strong>as</strong>sessment programme in Southern Kordofan <strong>and</strong> four states in Southern<br />

Sudan (Northern Bahr al Ghazal, Warrab, Unity <strong>and</strong> Western Bahr al Ghazal). It provides the<br />
