The peace covenant signed by top ranking MILF
Commanders and the LGU of Damulog which is
still binding had shown positive result as
manifested by zero arm hostilities, increase in
population in Barangays Anggaan and
Tangkulan, increase in farm tillage, and
accessible services of the service providers.
In Zamboanga area, MuCAARD was tapped by
Research Triangle Institute (RTI) on its Health
Governance Project component of Health policy
development and policy tracking implementation,
Baseline Survey, Monitoring and Evaluation and
on AOP 2011 preparation and formulation, to
deliver consultancy service to the 72 LGUs of
Zamboanga Peninsula.
In the two Lanao Provinces and Marawi City,
MuCAARD member organizations (RIAP and
POM) continue to service the IDPs from arm
conflict as they continue to struggle recover the
losses of their livelihoods. MuCAARD provided
capacity building on peace, livelihood capital,
farm inputs and animals and level 2 water
system.
Also MuCAARD is not only providing
humanitarian operations to victims of armed
conflict but also to the victims of flooding
resulted from typhoons. In January 2011,
MuCAARD provided emergency assistance in
terms of foods and non-food items to the flood
survivors of Lala, Lanao del Norte. And on the
typhoon sendong in Cagayan de Oro,
MuCAARD again provided emergency
assistance in terms of foods and non-food items
to the flood survivors. In all of the emergency
response operation, MuCAARD adheres and
observed the compliance of the SPHERE and
HAP standards set forth and agreed by the
international humanitarian agency across the
globe.
On the problem of limited funding, MuCAARD
was forced to do the re-structuring in order to
continue its development works. From its 37
staffs in 2009, MuCAARD has only 7 paid staff
since 2010 but still having volunteers and parttimes
to continue carry the vision and mission.
Lastly, starting March 2012, MuCAARD has a
new partnership with Christian Aid on its program
on “Building Disaster Resilient Communities in
Baungon, Bukidnon”. The program focused on
the capacity building on Disaster Risk Reduction-
Climate Change Adaptation, provision of disaster
resilient livelihoods, provision of early warning
systems and the provision of level 2 water
system. This project is in coordination/
collaboration with the Ateneo School of
Governance (ASoG), UP-NIGS/DOST and
Manila Observatory, and in tandem with other
Christian Aid partners already implementing
DRR-CCA projects in the Province of Albay.
