monitoring of their progress. The process helped
established accountability, and transparency
which are basic principles that must be observed
in organizations.
Improving the productive sector through the
introduction of sustainable agriculture approach
and providing support to pre and post agricultural
production and linking these groups to
agricultural markets is another milestone of the
project. Multi-cropping, organic farming,
provision of agricultural resources, pest
management using bio sprays, animal manure
and locally available biodegradable materials for
composting, establishment of local markets for
organically grown vegetables are among the
interventions of the project.
Another significant milestone of the project is the
integration of gender perspective in all its
actions. Women as members and officers of the
assisted POs accounted at 48% and 49%,

Convenio-SIAD in CARAGA
In the last quarter of 2008, PhilDHRRA in
Mindanao commenced the implementation of the
project entitled, “Integral and Sustainable
Development of Rural Communities in Caraga,
with Special Focus on Women, through the
Articulation and Strengthening of the Productive
and Social Structures, through Community
Participation”. The project is a country level
Convenio type project of Fundacion Intered in the
Philippines funded by AECID, which will
c u l m i n a t e i n D e c e m b e r 2 0 1 2 .
with men in terms of trainings and access to
resources.
In conclusion, the project has achieved a high
range of accomplishments. The project is aligned
and in accordance with the priorities of local and
national governments and the project funding
agency. The PO representatives, beneficiaries
and partners that were interviewed valued the
contribution of the project both to individuals,
families and the community as a whole. The
investments of PyD and AECID to the project
through PhilDHRRA and SSOHFDEV leveraged
support and “buy- ins” from local government
units and communities through the technical
assistance and counterpart funds provided and
committed. Good governance principles such as
participatory decision making, functionality,
transparency and accountability are principles
advocated by the project and to some extent
being practiced by the POs. There is high level of
women participation in the implementation of the
project.
The Convenio aims to contribute to the reduction
of poverty incidence and to improve the quality of
life of poor and marginalized sectors in 12 target
communities in CARAGA.
Fundamentally SIAD in character, the project has
been able to organize and/or strengthen thirteen
(13) people's organizations and twelve (12)
barangays local government units as partners in
community development in the aspects of
productivity systems development, participation
