Agreement between the Municipal Government,
Barangay Governments and the Institute of
Primary Health Care-Davao Medical School
Foundation (IPHC-DMSF.) This was later
followed by a renewal of contract in 2004 for
another five year program with only sixteen (16)
Barangay Governments re-enrolling to the
program.
The primary goal of employing SIAD as strategy
for municipal development is to empower the
local communities to participate in crafting
l o c a l i z e d d e v e l o p m e n t a g e n d a a n d
institutionalize transparent governance that will
ensure genuine development to take place in
their locality.
Through the SIAD process, IPHC convinced the
LGU of New Corella to integrate various
processes in their existing structures as
mandate in the New Local Government Code
of 1991. Taking cognizance of Local
Government Code Sec. 106 and 107, New
Corella organized the BDC and MDC and
expanded its membership to include
40
identified marginal sectors and representatives
of peoples organizations, civic groups and other
government agencies. Through the Expanded
MDC they have developed a functional Project
Monitoring Committee (PMC) backed –up by
Barangay Monitoring Teams in each barangay to
ensure proper monitoring and evaluation of
projects on the ground.
