Abstract : Internati<strong>on</strong>al <strong>Labour</strong> Organisati<strong>on</strong> (ILO) estimated that 317 milli<strong>on</strong> children are<br />

involved in work in 2004. According to the survey of ILO (2006), 69% of working children<br />

are in agriculture, 22% are in service sector, and 9% are in the industry sector. In India<br />

(2001), the number of child labour has been estimated to be 12,591,667. Some states are<br />

showing a decreasing trend of child labour, namely Andhra Pradesh (1363339), Kerala<br />

(26156), Gujarat (485530), Orissa (377594) and Tamil Nadu (418802). The Nati<strong>on</strong>al <strong>Child</strong><br />

<strong>Labour</strong> Project (NCLP) implements model programmes c<strong>on</strong>sisting of key elements such as:<br />

stepping up enforcement of the prohibiti<strong>on</strong> of child labour, providing employment to parents<br />

of children, expanding formal and n<strong>on</strong>-formal educati<strong>on</strong>, promoting school enrolment through<br />

various incentives such as payment of stipend, raising public awareness, and evaluati<strong>on</strong>.<br />

Presently NCLP are operati<strong>on</strong>al in 250 districts spread over 20 states of India such as<br />

Andhra Pradesh, Assam, Bihar, Chhattisgarh, Gujarat, Haryana, Jammu and Kashmir,<br />

Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Mizoram, Nagaland, Orissa, Punjab,<br />

Rajasthan, Tamil Nadu, Uttar Pradesh, Uttarakhand and West Bengal. NCLP address the<br />

issue of child labour by establishment of special schools, provisi<strong>on</strong> of vocati<strong>on</strong>al training,<br />

involvement of parents in various income and employment generating activities, withdrawal<br />

of children from factories, creating a work envir<strong>on</strong>ment through awareness generati<strong>on</strong>, and<br />

enforcement of the <strong>Child</strong> <strong>Labour</strong> Act, 1986. So the emphasis should be <strong>on</strong> sensitizati<strong>on</strong> of<br />

parents, employers and working children. This could be d<strong>on</strong>e by designing an year l<strong>on</strong>g<br />

calendar of activities which may include staging of nukkad nataks (street plays), publicity<br />

through local radio programmes/ wall posters and by c<strong>on</strong>ducting rallies and other related<br />

events. Project societies are required to set up child labour special schools by encouraging<br />

voluntary efforts for imparting formal/ n<strong>on</strong>-formal educati<strong>on</strong> and voluntary training,<br />

nutriti<strong>on</strong>, stipend and health care services. In the 10 th Plan, child labour eliminati<strong>on</strong> efforts<br />

were linked with the scheme of Sarva Shiksha Abhiyan (SSA) of the Department of<br />

Elementary Educati<strong>on</strong> and Literacy of Ministry of Human Resource Development. The<br />

functi<strong>on</strong>ing of the projects is to be m<strong>on</strong>itored and reviewed by the State Department of<br />

<strong>Labour</strong>. A number of areas where interventi<strong>on</strong> of the State Government is essential are<br />

finalizati<strong>on</strong> of the uniform curriculum, course c<strong>on</strong>tent, etc; coordinati<strong>on</strong> with State<br />
