Eliminati<strong>on</strong> of <strong>Child</strong> <strong>Labour</strong><br />
(IAY), Nati<strong>on</strong>al <strong>Child</strong> <strong>Labour</strong> Projects (NCLP), Mid-Day Meal Scheme (MDMS), Jawahar<br />
Rozgar Yojana (JRY), etc. These schemes aimed at rural development, poverty alleviati<strong>on</strong><br />
and employment, educati<strong>on</strong>, health and sanitati<strong>on</strong>, and women and child development. The<br />
analysis was based <strong>on</strong> correlati<strong>on</strong>, regressi<strong>on</strong> and factor analysis technique. According to<br />
Census of India 1991, the total populati<strong>on</strong> of sample districts was nearly 30.3 milli<strong>on</strong> and out<br />
of these the total child populati<strong>on</strong> aged 5-14 years was estimated to be 5.81 milli<strong>on</strong>. In the<br />
sample districts, the average incidence of child labour was estimated to be 8.04%; and<br />
nearly 4.5% of the total workforce comprised children aged 5-14 years. Regressi<strong>on</strong> results<br />
showed that out of 22 variables, <strong>on</strong>ly 2 variables were affecting child labour namely, total<br />
number of programmes in the district, and the workers to populati<strong>on</strong> ratio. It was found<br />
that instead of focussing <strong>on</strong> overall literacy drives, programmes which emphasized female<br />
literacy would help to eliminate the problem of child labour. The correlati<strong>on</strong> results suggest<br />
that an increased per capita credit available to the community in general, would help in the<br />
reducti<strong>on</strong> of child labour. <strong>Child</strong> labour endemic districts had a relatively low index of<br />
development, and there was a str<strong>on</strong>g presence of development programmes in these<br />
particular areas, so there is a possibility of c<strong>on</strong>vergence of services in the selected<br />
districts. Increased diversificati<strong>on</strong> of ec<strong>on</strong>omic activities would also go a l<strong>on</strong>g way in<br />
combating the problem of child labour.<br />

Abstract : The present study evaluated and assessed n<strong>on</strong>-formal educati<strong>on</strong> (NFE) schools<br />
run by local NGO's in Muapul-Bhadohi carpet weaving area. Informati<strong>on</strong> and data was<br />
collected from sec<strong>on</strong>dary sources viz, <strong>Labour</strong> Ministry, Nati<strong>on</strong>al Council of Educati<strong>on</strong>al<br />
<str<strong>on</strong>g>Research</str<strong>on</strong>g> & Training (NCERT) and other nati<strong>on</strong>al and internati<strong>on</strong>al voluntary organisati<strong>on</strong>s<br />
and NGOs associated with rehabilitati<strong>on</strong> of child labour in general and carpet weaving in<br />
particular. Data was also collected from several NGOs partners. The sec<strong>on</strong>dary data<br />
collected from NGOs and voluntary organisati<strong>on</strong>s was analysed to identify the schools<br />
providing NFE programme to the child labour released and rescued from the carpet<br />
industry. The field survey covered 18 NGOs, 58 NFE schools, 311 children, 73<br />
teachers/technical staff and 171 parents. The resp<strong>on</strong>dents surveyed represented males and<br />
females as well as all social groups including SC/ST/other backward castes and higher<br />
castes. Results revealed that the magnitude of child labour in India is under-estimated due<br />
