labour surveyed, 91% had attended school while 9% had never been to school. The dropout<br />
rate was as high as 40%. Efforts made by the Government to eliminate child labour had<br />
mainly been executi<strong>on</strong> of an enforcement drive, bringing out 1644 children from factories.<br />
To initiate the rehabilitati<strong>on</strong> package, 67 special schools under the Nati<strong>on</strong>al <strong>Child</strong> <strong>Labour</strong><br />
Projects (NCLP) have been opened to provide educati<strong>on</strong> to children. This initiative has made<br />
little change in the life of child labourers, particularly in the area of educati<strong>on</strong>. Realizing<br />
the negative impact of the enforcement drive <strong>on</strong> socio-ec<strong>on</strong>omic pattern, the Government<br />
officials want to go slow. Attempts by the Government machinery to implement the<br />
rehabilitati<strong>on</strong> package in terms of providing jobs or loans to <strong>on</strong>e adult from the child labour<br />
family is not visible. 58% parents were apprehensive that withdrawal of child labour from<br />
home based industry would affect their ec<strong>on</strong>omic status as between 8-25% of the family<br />
income was brought in by children. It is suggested that c<strong>on</strong>certed efforts of all key<br />
players is necessary to bring about a change which would result in sustainable improvement<br />
in the lives of child labourers. Awareness building and sensitizati<strong>on</strong> is required to gradually<br />
remove child labour. Providing alternative skills/ business opportunities/ choices during<br />
slack seas<strong>on</strong> is likely to help in enhancing family income.
