Determination <strong>of</strong> Compliance: Performance is monitored once every quarter for the entire report<br />
period. If the st<strong>and</strong>ard is not met for every service category in all quarters <strong>of</strong> the report period in<br />
either the county-based or interim regional-based approach, or both, then the MCP will be<br />
determined to be noncompliant for the report period.<br />
Penalty for noncompliance: The first time an MCP is noncompliant with a st<strong>and</strong>ard for this<br />
measure, ODJFS will issue a Sanction Advisory informing the MCP that any future noncompliance<br />
instances with the st<strong>and</strong>ard for this measure will result in ODJFS imposing a monetary sanction.<br />
Upon all subsequent measurements <strong>of</strong> performance, if an MCP is again determined to be<br />
noncompliant with the st<strong>and</strong>ard, ODJFS will impose a monetary sanction (see Section 6.) <strong>of</strong> two<br />
percent <strong>of</strong> the current month’s premium payment. Monetary sanctions will not be levied for<br />
consecutive quarters that an MCP is determined to be noncompliant. If an MCP is noncompliant for<br />
three consecutive quarters, membership will be frozen. Once the MCP is determined to be compliant<br />
with the st<strong>and</strong>ard <strong>and</strong> the violations/deficiencies are resolved to the satisfaction <strong>of</strong> ODJFS, the<br />
penalties will be lifted, if applicable, <strong>and</strong> monetary sanctions will be returned.<br />
<strong>Regional</strong>-Based Approach: Transition to the regional-based approach will occur by region, after<br />
the first four quarters (i.e., full calendar year quarters) <strong>of</strong> regional membership. Encounter data<br />
volume will be evaluated by MCP, by region, after determination <strong>of</strong> the regional-based data quality<br />
st<strong>and</strong>ards. ODJFS will use the first four quarters <strong>of</strong> data (i.e., full calendar year quarters) from all<br />
MCPs serving in an active region to determine minimum encounter volume data quality st<strong>and</strong>ards<br />
for that region.<br />
1.a.ii. Incomplete Outpatient Hospital Data<br />
Since July 1, 1997, MCPs have been required to provide both the revenue code <strong>and</strong> the HCPCS code<br />
on applicable outpatient hospital encounters. ODJFS will be monitoring, on a quarterly basis, the<br />
percentage <strong>of</strong> hospital encounters which contain a revenue code <strong>and</strong> CPT/HCPCS code. A<br />
CPT/HCPCS code must accompany certain revenue center codes. These codes are listed in<br />
Appendix B <strong>of</strong> <strong>Ohio</strong> Administrative Code rule 5101:3-2-21 (fee-for-service outpatient hospital<br />
policies) <strong>and</strong> in the methods for calculating the completeness measures.<br />
Measure: The percentage <strong>of</strong> outpatient hospital line items with certain revenue center codes, as<br />
explained above, which had an accompanying valid procedure (CPT/HCPCS) code. The measure<br />
will be calculated per MCP.<br />
Report Period: For the SFY 2008 <strong>and</strong> SFY 2009 contract periods, performance will be evaluated<br />
using the report periods listed in 1.a.i., Table 1.<br />
Data Quality St<strong>and</strong>ard: The data quality st<strong>and</strong>ard is a minimum rate <strong>of</strong> 95%.<br />
Determination <strong>of</strong> Compliance: Performance is monitored once every quarter for all report periods.
