ODJFS will aggressively monitor access to all services related to the approval <strong>of</strong> a provider<br />

panel exception request through a variety <strong>of</strong> data sources, including: consumer satisfaction<br />

surveys; member appeals/grievances/complaints <strong>and</strong> state hearing<br />

notifications/requests; member just-cause for termination requests; clinical quality studies;<br />

encounter data volume; provider complaints, <strong>and</strong> clinical performance measures. ODJFS<br />

approval <strong>of</strong> a provider panel exception request does not exempt the MCP from assuring access to<br />

the services in question. If ODJFS determines that an MCP has not provided sufficient access to<br />

these services, the MCP may be subject to sanctions.<br />

5. PROVIDER DIRECTORIES<br />

MCP provider directories must include all MCP-contracted providers [except as specified by<br />

ODJFS] as well as certain non-contracted providers. At the time <strong>of</strong> ODJFS’ review, the<br />

information listed in the MCP’s provider directory for all ODJFS-required provider types<br />

specified on the attached charts must exactly match the data currently on file in the ODJFS PVS,<br />

or other designated process.<br />

MCP provider directories must utilize a format specified by ODJFS. Directories may be regionspecific<br />

or include multiple regions, however, the providers within the directory must be divided<br />

by region, county, <strong>and</strong> provider type, in that order.<br />

The directory must also specify:<br />

• provider address(es) <strong>and</strong> phone number(s);<br />

• an explanation <strong>of</strong> how to access providers (e.g. referral required vs. self-referral);<br />

• an indication <strong>of</strong> which providers are available to members on a self-referral basis<br />

• foreign-language speaking PCPs <strong>and</strong> specialists <strong>and</strong> the specific foreign<br />

language(s) spoken;<br />

• how members may obtain directory information in alternate formats that takes<br />

into consideration the special needs <strong>of</strong> eligible individuals including but not<br />

limited to, visually-limited, LEP, <strong>and</strong> LRP eligible individuals; <strong>and</strong><br />

• any PCP or specialist practice limitations.<br />

Printed <strong>Provider</strong> Directory<br />

Prior to receiving a provider agreement, all MCPs must develop a printed provider directory that<br />

shall be prior-approved by ODJFS for each covered population. For example, an MCP who<br />

serves CFC <strong>and</strong> ABD in the Central Region would have two provider directories, one for CFC<br />

<strong>and</strong> one for ABD. Once approved, this directory may be regularly updated with provider<br />

additions or deletions by the MCP without ODJFS prior-approval, however, copies <strong>of</strong> the revised<br />

directory (or inserts) must be submitted to ODJFS prior to distribution to members.
