County-Based Statewide Minimum Performance St<strong>and</strong>ard: The level <strong>of</strong> improvement must result in<br />

at least a 10% decrease in the difference between the target <strong>and</strong> the baseline period results.<br />

Penalty for Noncompliance: If the st<strong>and</strong>ard is not met <strong>and</strong> the results are above 1.1%, then the MCP<br />

must develop a corrective action plan, for which ODJFS may direct the MCP to develop the<br />

components <strong>of</strong> their EDD program as specified by ODJFS. If the st<strong>and</strong>ard is not met <strong>and</strong> the results<br />

are at or below 1.1%, then the MCP must develop a Quality Improvement Directive.<br />

4.b.i. Emergency <strong>Department</strong> Diversion (applicable to performance evaluation as <strong>of</strong> SFY 2009)<br />

Managed care plans must provide access to services in a way that assures access to primary <strong>and</strong><br />

urgent care in the most effective settings <strong>and</strong> minimizes inappropriate utilization <strong>of</strong> emergency<br />

department (ED) services. MCPs are required to identify high utilizers <strong>of</strong> targeted ED services <strong>and</strong><br />

implement action plans designed to minimize inappropriate, preventable <strong>and</strong>/or primary care<br />

sensitive ED utilization.<br />

Measure: The percentage <strong>of</strong> members who had TBD or more targeted ED visits during the twelve<br />

month reporting period.<br />

<strong>Regional</strong>-Based Statewide Approach: MCPs will be evaluated statewide, using results for all active<br />

regions <strong>and</strong> counties (Mahoning <strong>and</strong> Trumbull) in which the MCP has membership. ODJFS will use<br />

the first full calendar year <strong>of</strong> data (CY 2007 - which may be adjusted based on the number <strong>of</strong><br />

months <strong>of</strong> managed care membership) from all MCPs serving CFC membership as the first baseline<br />

reporting year for statewide reporting <strong>and</strong> to determine a statewide minimum performance st<strong>and</strong>ard<br />

<strong>and</strong> target. CY 2008 will be the first reporting year that MCPs will be held accountable to the<br />

performance st<strong>and</strong>ard <strong>and</strong> penalties will be applied for noncompliance.<br />

Report Period: For the SFY 2009 contract period, January – December 2008.<br />

<strong>Regional</strong>-Based Statewide Target: A maximum <strong>of</strong> TBD <strong>of</strong> the eligible population will have TBD or<br />

more targeted ED visits during the reporting period.<br />

<strong>Regional</strong>-Based Statewide Minimum Performance St<strong>and</strong>ard: The level <strong>of</strong> improvement must result<br />

in at least a TBD decrease in the difference between the target <strong>and</strong> the baseline period results.<br />

MCP must develop a corrective action plan, for which ODJFS may direct the MCP to develop the<br />

are at or below TBD%, then the MCP must develop a Quality Improvement Directive.<br />

5. NOTES<br />

Given that unforeseen circumstances (e.g., revision or update <strong>of</strong> applicable national st<strong>and</strong>ards,<br />

methods or benchmarks, or issues related to program implementation) may impact performance<br />

assessment as specified in Sections 1 through 4, ODJFS reserves the right to apply the most
