as <strong>of</strong> February 1, 2006. For reporting periods CY 2007 <strong>and</strong> CY 2008, targets <strong>and</strong> performance<br />

st<strong>and</strong>ards for Clinical Performance Measures in this Appendix (1.c.i – 1.c.vii) will be applicable to<br />

all counties in which MCPs had membership as <strong>of</strong> February 1, 2006. The final reporting year for the<br />

counties in which an MCP had membership as <strong>of</strong> February 1, 2006, will be CY 2008.<br />

For any MCP which did not have membership as <strong>of</strong> February 1, 2006: Performance will be<br />

evaluated using a regional-based statewide approach for all active regions <strong>and</strong> counties (Trumbull<br />

<strong>and</strong> Mahoning) in which the MCP has membership.<br />

<strong>Regional</strong>-Based Statewide Approach: MCPs will be evaluated statewide, using results for all active<br />

regions <strong>and</strong> counties (Mahoning <strong>and</strong> Trumbull) in which the MCP has membership.<br />

For measures requiring one year <strong>of</strong> baseline data, ODJFS will use the first full calendar year <strong>of</strong> data<br />

(CY 2007 - which may be adjusted based on the number <strong>of</strong> months <strong>of</strong> managed care membership)<br />

from all MCPs serving CFC membership to determine statewide minimum performance st<strong>and</strong>ards.<br />

CY 2008 will be the first reporting year that MCPs will be held accountable to the statewide<br />

performance st<strong>and</strong>ards for one year measures, <strong>and</strong> penalties will be applied for noncompliance.<br />

For measures requiring two years <strong>of</strong> baseline data, ODJFS will use the first two full calendar years<br />

<strong>of</strong> data (CY 2007 <strong>and</strong> CY 2008 - which may be adjusted based on the number <strong>of</strong> months <strong>of</strong> managed<br />

care membership) from all MCPs serving CFC membership to determine statewide minimum<br />

performance st<strong>and</strong>ards. CY 2009 will be the first reporting year that MCPs will be held accountable<br />

to the statewide performance st<strong>and</strong>ards for two year measures, <strong>and</strong> penalties will be applied for<br />

noncompliance.<br />

Statewide performance measure results will be calculated after a sufficient amount <strong>of</strong> time has<br />

passed after the end <strong>of</strong> the report period in order to allow for claims runout.<br />

Report Period: In order to adhere to the statewide expansion timeline, reporting periods may be<br />

adjusted based on the number <strong>of</strong> months <strong>of</strong> managed care membership. For the SFY 2007 contract<br />

period, performance will be evaluated using the January - December 2006 report period. For the<br />

SFY 2008 contract period, performance will be evaluated using the January - December 2007 report<br />

period. For the SFY 2009 contract period, performance will be evaluated using the January –<br />

December 2008 report period.<br />

1.c.i. Perinatal Care – Frequency <strong>of</strong> Ongoing Prenatal Care<br />

Measure: The percentage <strong>of</strong> enrolled women with a live birth during the year who received the<br />

expected number <strong>of</strong> prenatal visits. The number <strong>of</strong> observed versus expected visits will be adjusted<br />

for length <strong>of</strong> enrollment.<br />

County-Based Statewide Target: At least 80% <strong>of</strong> the eligible population must receive 81% or more<br />

<strong>of</strong> the expected number <strong>of</strong> prenatal visits.<br />

County-Based Statewide Minimum Performance St<strong>and</strong>ard: The level <strong>of</strong> improvement must result in<br />

at least a 10% decrease in the difference between the target <strong>and</strong> the previous report period’s results.
