Covered Families <strong>and</strong> Children (CFC) population<br />

This measure indicates whether children aged 12 months to 11 years are accessing PCPs for sick or<br />

well-child visits.<br />

Measure: The percentage <strong>of</strong> members age 12 months to 11 years who had a visit with an MCP PCPtype<br />

provider.<br />

For an MCP which had membership as <strong>of</strong> February 1, 2006: MCP performance will be evaluated<br />

using an MCP’s county-based statewide result for the counties in which the MCP had membership<br />

as <strong>of</strong> February 1, 2006. The minimum performance st<strong>and</strong>ard in this Appendix (2.b) will be<br />

applicable to the MCP’s county-based statewide result for the counties in which the MCP had<br />

membership as <strong>of</strong> February 1, 2006. The last reporting year using the MCP’s county-based<br />

statewide result for the counties in which the MCP had membership as <strong>of</strong> February 1, 2006 is CY<br />

2008.<br />

For any MCP which did not have membership as <strong>of</strong> February 1, 2006: Performance will be<br />

evaluated using a regional-based statewide approach for all active regions <strong>and</strong> counties (Mahoning<br />

<strong>and</strong> Trumbull) in which the MCP has membership.<br />

<strong>Regional</strong>-Based Statewide Approach: MCPs will be evaluated statewide, using results for all active<br />

regions <strong>and</strong> counties (Mahoning <strong>and</strong> Trumbull) in which the MCP has membership. ODJFS will use<br />

the first two full calendar years <strong>of</strong> data (CY 2007 <strong>and</strong> CY 2008 - which may be adjusted based on<br />

the number <strong>of</strong> months <strong>of</strong> managed care membership) from all MCPs serving CFC membership as a<br />

baseline to determine a statewide minimum performance st<strong>and</strong>ard. CY 2009 will be the first<br />

reporting year that MCPs will be held accountable to the statewide performance st<strong>and</strong>ard for<br />

statewide reporting, <strong>and</strong> penalties will be applied for noncompliance. Statewide performance<br />

measure results will be calculated after a sufficient amount <strong>of</strong> time has passed after the end <strong>of</strong> the<br />

report period in order to allow for claims runout.<br />

Report Period: In order to adhere to the statewide expansion timeline, reporting periods may be<br />

adjusted based on the number <strong>of</strong> months <strong>of</strong> managed care membership. For the SFY 2007 contract<br />

period, performance will be evaluated using the January - December 2006 report period. For the<br />

SFY 2008 contract period, performance will be evaluated using the January - December 2007 report<br />

period. For the SFY 2009 contract period, performance will be evaluated using the January -<br />

December 2008 report period.<br />

County-Based Statewide Minimum Performance St<strong>and</strong>ards:<br />

CY 2006 report period – 70% <strong>of</strong> children must receive a visit.<br />

CY 2007 report period – 71% <strong>of</strong> children must receive a visit<br />

CY 2008 report period – 74% <strong>of</strong> children must receive a visit<br />

<strong>Regional</strong>-Based Statewide Minimum Performance St<strong>and</strong>ards: TBD<br />

Penalty for Noncompliance: If an MCP is noncompliant with the Minimum Performance St<strong>and</strong>ard,<br />

then the MCP must develop <strong>and</strong> implement a corrective action plan.
