Penalty for Noncompliance: If an MCP is noncompliant with the Minimum Performance St<strong>and</strong>ard,<br />
then the MCP must develop <strong>and</strong> implement a corrective action plan.<br />
2.d. Members’ Access to Designated PCP<br />
The MCP must encourage <strong>and</strong> assist CFC members without a designated primary care provider<br />
(PCP) to establish such a relationship, so that a designated PCP can coordinate <strong>and</strong> manage a<br />
member’s health care needs. This measure is to be used to assess MCPs’ performance in the<br />
access category.<br />
Measure: The percentage <strong>of</strong> members who had a visit through members’ designated PCPs.<br />
<strong>Regional</strong>-Based Statewide Approach: MCPs will be evaluated statewide, using results for all<br />
active regions <strong>and</strong> counties (Mahoning <strong>and</strong> Trumbull) in which the MCP has membership.<br />
ODJFS will use the first full calendar year <strong>of</strong> data (CY 2007 - which may be adjusted based on<br />
the number <strong>of</strong> months <strong>of</strong> managed care membership) from all MCPs serving CFC membership as<br />
a baseline to determine a statewide minimum performance st<strong>and</strong>ard. CY 2008 will be the first<br />
reporting year that MCPs will be held accountable to the performance st<strong>and</strong>ard <strong>and</strong> penalties will<br />
be applied for noncompliance. Statewide performance measure results will be calculated after a<br />
sufficient amount <strong>of</strong> time has passed after the end <strong>of</strong> the report period in order to allow for<br />
claims runout.<br />
Report Period: For the SFY 2009 contract period, performance will be evaluated using the<br />
January - December 2008 report period.<br />

3. CONSUMER SATISFACTION<br />
In accordance with federal requirements <strong>and</strong> in the interest <strong>of</strong> assessing enrollee satisfaction with<br />
MCP performance, ODJFS annually conducts independent consumer satisfaction surveys. Results<br />
are used to assist in identifying <strong>and</strong> correcting MCP performance overall <strong>and</strong> in the areas <strong>of</strong> access,<br />
quality <strong>of</strong> care, <strong>and</strong> member services. For SFY 2007 <strong>and</strong> SFY 2008, performance in this category<br />
will be determined by the overall satisfaction score. For a comprehensive description <strong>of</strong> the<br />

Measure: Overall Satisfaction with MCP: The average rating <strong>of</strong> the respondents to the Consumer<br />
Satisfaction Survey who were asked to rate their overall satisfaction with their MCP. The results <strong>of</strong><br />
this measure are reported annually.<br />
For an MCP which had membership as <strong>of</strong> February 1, 2006: MCP performance will be evaluated<br />
using an MCP’s county-based statewide result for the counties in which the MCP had membership
