4.a. Compliance Assessment System<br />

Measure: The number <strong>of</strong> points accumulated during a rolling 12-month period through the<br />

Compliance Assessment System.<br />

Report Period: For the SFY 2008 <strong>and</strong> SFY 2009 contract periods, performance will be evaluated<br />

using a rolling 12-month report period.<br />

Performance St<strong>and</strong>ard: A maximum <strong>of</strong> 15 points<br />

Penalty for Noncompliance: Penalties for points are established in Appendix N, Compliance<br />

Assessment System.<br />

4.b. Emergency <strong>Department</strong> Diversion (applicable to performance evaluation through SFY 2008<br />

<strong>and</strong> P4P through SFY 2007)<br />

Managed care plans must provide access to services in a way that assures access to primary <strong>and</strong><br />

urgent care in the most effective settings <strong>and</strong> minimizes inappropriate utilization <strong>of</strong> emergency<br />

department (ED) services. MCPs are required to identify high utilizers <strong>of</strong> ED services <strong>and</strong><br />

implement action plans designed to minimize inappropriate ED utilization.<br />

Measure: The percentage <strong>of</strong> members who had four or more ED visits during the six month<br />

reporting period.<br />

For an MCP which had membership as <strong>of</strong> February 1, 2006: MCP performance will be evaluated<br />

using an MCP’s county-based statewide result for the counties in which the MCP had membership<br />

as <strong>of</strong> February 1, 2006. The minimum performance st<strong>and</strong>ard <strong>and</strong> the target in this Appendix (4.b)<br />

will be applicable to the MCP’s county-based statewide result for the counties in which the MCP<br />

had membership as <strong>of</strong> February 1, 2006. The last reporting period using the MCP’s county-based<br />

statewide result for the counties in which the MCP had membership as <strong>of</strong> February 1, 2006 for<br />

performance evaluation is July-December 2007; the last reporting period using the MCP’s countybased<br />

statewide result for the counties in which the MCP had membership as <strong>of</strong> February 1, 2006 for<br />

P4P (Appendix O) is July-December 2006.<br />

Report Period: For the SFY 2007 contract period, a baseline level <strong>of</strong> performance will be set using<br />

the January - June 2006 report period. Results will be calculated for the reporting period <strong>of</strong> July -<br />

December 2006 <strong>and</strong> compared to the baseline results to determine if the minimum performance<br />

st<strong>and</strong>ard is met. For the SFY 2008 contract period, a baseline level <strong>of</strong> performance will be set using<br />

the January - June 2007 report period. Results will be calculated for the reporting period <strong>of</strong> July -<br />

December 2007 <strong>and</strong> compared to the baseline results to determine if the minimum performance<br />

st<strong>and</strong>ard is met<br />

County-Based Statewide Target: A maximum <strong>of</strong> 0.70% <strong>of</strong> the eligible population will have four or<br />

more ED visits during the reporting period.
