a high submittal rate, ODJFS will give at least an 8 week period to retrieve <strong>and</strong> submit medical<br />
records as a part <strong>of</strong> the validation process. A record submittal rate will be calculated as a percentage<br />
<strong>of</strong> all records requested for the study.<br />
Data Quality St<strong>and</strong>ard 1 for Measure 1: For results that are finalized during the contract year, the<br />
accuracy rate for encounters generating delivery payments is 100%.<br />
Penalty for noncompliance: The MCP must participate in a detailed review <strong>of</strong> delivery payments<br />
made for deliveries during the report period. Any duplicate or unvalidated delivery payments must<br />
be returned to ODJFS.<br />
Data Quality St<strong>and</strong>ard 2 for Measure 1: A minimum record submittal rate <strong>of</strong> 85%.<br />
Penalty for noncompliance: For all encounter data accuracy studies that are completed during this<br />
contract period, if an MCP is noncompliant with the st<strong>and</strong>ard, ODJFS will impose a non-refundable<br />
$10,000 monetary sanction.<br />
Measure 2: This accuracy study will compare the accuracy <strong>and</strong> completeness <strong>of</strong> payment data<br />
stored in MCPs’ claims systems during the study period to payment data submitted to <strong>and</strong> accepted<br />
by ODJFS. The measure will be calculated per MCP.<br />
Payment information found in MCPs’ claims systems for paid claims that does not match payment<br />
information found on a corresponding encounter will be counted as omissions.<br />
Report Period: In order to provide timely feedback on the omission rate <strong>of</strong> encounters, the report<br />
period will be the most recent from when the measure is initiated. This measure is conducted<br />
annually.<br />
Data Quality St<strong>and</strong>ard for Measure 2: TBD for SFY 2008 <strong>and</strong> SFY 2009 based on study conducted<br />
in SFY 2007 (st<strong>and</strong>ard to be released in June, 2007).<br />
Penalty for Noncompliance: The first time an MCP is noncompliant with a st<strong>and</strong>ard for this<br />
measure, ODJFS will issue a Sanction Advisory informing the MCP that any future noncompliance<br />
instances with the st<strong>and</strong>ard for this measure will result in ODJFS imposing a monetary sanction.<br />
Upon all subsequent measurements <strong>of</strong> performance, if an MCP is again determined to be<br />
noncompliant with the st<strong>and</strong>ard, ODJFS will impose a monetary sanction (see Section 6) <strong>of</strong> one<br />
percent <strong>of</strong> the current month’s premium payment. Once the MCP is performing at st<strong>and</strong>ard levels<br />
<strong>and</strong> violations/deficiencies are resolved to the satisfaction <strong>of</strong> ODJFS, the money will be refunded.<br />
1.b.ii. <strong>Generic</strong> <strong>Provider</strong> Number Usage<br />
Measure: This measure is the percentage <strong>of</strong> non-pharmacy encounters with the generic provider<br />
number. <strong>Provider</strong>s submitting claims which do not have an MMIS provider number must be<br />
submitted to ODJFS with the generic provider number 9111115. The measure will be calculated per<br />
MCP.
