Report Period: Performance will be evaluated using the reviews conducted during SFY 2008.<br />
Action Required for Deficiencies: For all reviews conducted during the contract period, if the<br />
EQRO cites a deficiency in performance, the MCP will be required to complete a Corrective Action<br />
Plan or Quality Improvement Directive depending on the severity <strong>of</strong> the deficiency. Serious<br />
deficiencies may result in immediate termination or non-renewal <strong>of</strong> the provider agreement.<br />
1.b. Children with Special Health Care Needs (CSHCN)<br />
In order to ensure state compliance with the provisions <strong>of</strong> 42 CFR 438.208, the Bureau <strong>of</strong> Managed<br />
Health Care established Children with Special Health Care Needs (CSHCN) basic program<br />
requirements in Appendix G, Coverage <strong>and</strong> Services, <strong>and</strong> corresponding minimum performance<br />
st<strong>and</strong>ards as described below. The purpose <strong>of</strong> these measures is to provide appropriate <strong>and</strong> targeted<br />
case management services to CSHCN.<br />
1.b.i.Case Management <strong>of</strong> Children (applicable to performance evaluation through December<br />
2007 <strong>and</strong> P4P through SFY 2009)<br />
Measure: The average monthly case management rate for children under 21 years <strong>of</strong> age.<br />
Report Period: For the SFY 2007 contract period, January – March 2007, <strong>and</strong> April – June 2007<br />
report periods. For the SFY 2008 contract period, July – September 2007, <strong>and</strong> October – December<br />
2007 report periods.<br />
County-Based Approach: MCPs with managed care membership as <strong>of</strong> February 1, 2006 will be<br />
evaluated using their county-based statewide result until regional evaluation is implemented for the<br />
county’s applicable region. The county-based statewide result will include data for all counties in<br />
which the MCP had membership as <strong>of</strong> February 1, 2006 that are not included in any regional-based<br />
result. <strong>Regional</strong>-based results will not be used for evaluation until all selected MCPs in an active<br />
region have at least 10,000 members during each month <strong>of</strong> the entire report period. Upon<br />
implementation <strong>of</strong> regional-based evaluation for a particular county’s region, the county will be<br />
included in the MCP’s regional-based result <strong>and</strong> will no longer be included in the MCP’s countybased<br />
statewide result. [Example: The county-based statewide result for MCP AAA, which has<br />
contracts in the Central <strong>and</strong> West Central regions, will include Franklin, Pickaway, Montgomery,<br />
Greene <strong>and</strong> Clark counties (i.e., counties in which MCP AAA had managed care membership as <strong>of</strong><br />
February 1, 2006). When regional-based evaluation is implemented for the Central region, Franklin<br />
<strong>and</strong> Pickaway counties, along with all other counties in the region, will then be included in the<br />
Central region results for MCP AAA; Montgomery, Greene, <strong>and</strong> Clark counties will remain in the<br />
county-based statewide result for evaluation <strong>of</strong> MCP AAA until the West Central regional-based<br />
approach is implemented.] The last report period using the MCP’s county-based statewide result for<br />
the counties in which the MCP had membership as <strong>of</strong> February 1, 2006 for P4P (Appendix O) is<br />
April-June 2009.<br />
<strong>Regional</strong>-Based Approach: MCPs will be evaluated by region, using results for all counties<br />
