4.0 PLANNING STRATEGY<br />
4.1 Statement of Strategy<br />
This <strong>Local</strong> <strong>Area</strong> <strong>Plan</strong> aims to address the local issues relating<br />
to management of change in the town of <strong>Kilcullen</strong> and<br />
in particular the enhancement of the built and natural<br />
environment. The Strategy is based on a number of key<br />
characteristics of the local area.<br />
Arising from the consideration of local issues, a development<br />
strategy with defined edges and land use zones has been<br />
developed with the following key objectives:<br />
• Enhancement and development of the town centre<br />
• Intensification of the existing residential footprint of<br />
the town through the development of infill sites.<br />
<strong>Kildare</strong> County Council will implement this plan and secure<br />
the stated objectives, through its planning polic<strong>ie</strong>s and<br />
decision making in terms of individual applications.<br />
4.2 Land use Zonings<br />
The key method of implementing this plan is through the<br />
identification of Land use Zonings and objectives for specific<br />
sites in <strong>Kilcullen</strong>. These are shown on Map 200/07/202<br />
attached, with terms and indicative land uses set out below.<br />
The purpose of land use zoning is to indicate to property<br />
owners and to the general public, the types of development<br />
which the Council considers most appropriate in each zone. In<br />
the promotion of redevelopment and renewal, this allows the<br />
developer to plan investment with some certainty. In the<br />
control of development, zoning seeks to delimit competing<br />
and incompatible uses in order to promote greater<br />
environmental quality.<br />
In considering the extent and types of land use zoning<br />
objectives, the following factors have been taken into<br />
consideration:<br />
a) The present development area and recent trends in<br />
development;<br />
b) The amount of committed and uncommitted land within<br />
the existing development area;<br />
c) The land use zoning objectives as contained in the <strong>Kilcullen</strong><br />
<strong>Local</strong> <strong>Area</strong> <strong>Plan</strong> 2001<br />
d) The accessibility, availability and location of land for<br />
development;<br />
e) The location and adequacy of existing social infrastructure<br />
(schools, community facilit<strong>ie</strong>s, etc.);<br />
f) The character of the town with regard to the scale and<br />
pattern of development;<br />
g) The need to promote planning and sustainable development<br />
in accordance with national, regional and local polic<strong>ie</strong>s and<br />
framework plans in this regard;<br />
h) Physical features and amenit<strong>ie</strong>s of the town;<br />
i) The present and future situation regarding the provision of<br />
essential physical infrastructure – especially water,<br />
wastewater and roads;<br />
j) The emerging pattern of development in <strong>Kilcullen</strong> and its<br />
environs and the need to rationalise connectivity and<br />
integration with the town centre<br />
The following land use zoning objectives have been<br />
established for <strong>Kilcullen</strong>.<br />
