HOD Remarks:<br />

a. Applied for grant <strong>of</strong> consent <strong>to</strong> Establish for construction <strong>of</strong> Hospital (320 No.<br />

<strong>of</strong> Beds and Cafeteria/canteen).<br />

b. Application received at SRO on 3.11.2011 and at HQ on 17.03.2012.<br />

c. The <strong>to</strong>tal built-up area 25,015.26 sq.m. and <strong>to</strong>tal plot area is 3586.98 sq.m.<br />

d. Applicant requires <strong>to</strong> obtain Environmental Clearance as per EIA Notification,<br />

2006 and obtained the same.<br />

e. Applicant have started construction activity without obtaining consent as<br />

previously they had approved plan for 7,868.06 sq.m. BUA and said does not<br />

require Environmental Clearance. SRO reported that they have completed 21<br />

s<strong>to</strong>rey building <strong>of</strong> hospital with partly plumbing/ flooring. And SRO recommended<br />

<strong>to</strong> issue SCN for the same.<br />

f. The effluent generated from the said activity will <strong>be</strong> sewage – 242 CMD and<br />

proposed <strong>to</strong> provide STP (capacity-325 CMD) and treated effluent will <strong>be</strong> reused<br />

for flushing, cooling purpose and remaining treated effluent is disposed <strong>of</strong>f in<strong>to</strong><br />

the sewer line.<br />

g. The bio-degradable waste generated will <strong>be</strong> segregated and disposed <strong>to</strong> MCGM.<br />

And non-biodegradable waste will <strong>be</strong> send <strong>to</strong> authorized vendor. They have<br />

proposed <strong>to</strong> provide vermin-composting pits for biodegradable waste.<br />

h. RO reported that applicant have proposed rain water harvesting.<br />

i. The C.I. <strong>of</strong> project mentioned in EC is Rs. 100 Crs. and in the application it is<br />

mentioned as Rs. 208 Crs. Applicant have <strong>submitted</strong> the clarification as earlier<br />

medical equipment cost did not included in C.I. and escalation in project cost is<br />

due <strong>to</strong> the time lapsed <strong>be</strong>tween 2008 and now and paid consent fees<br />

accordingly.<br />

j. As this is the construction <strong>of</strong> Hospital with canteen, category <strong>of</strong> consent and<br />

consent granting authority needs <strong>to</strong> <strong>be</strong> defined. As per CPCB revised product<br />

category, Hospital comes under RED category. There are similar activities in<br />

Hospital & Hotel such as laundry activity, canteen, sewage waste, biodegradable<br />

waste. So, we may consider hospital in Red category and Hotel.<br />

k. The case was discussed in CAC dtd. 16.04.2012 and it was decided <strong>to</strong> keep the<br />

case in a<strong>be</strong>yance. It was decided <strong>to</strong> cover the Hospital activity under purview <strong>of</strong>
