MAY 3.1979 Angered at fee hike Sailing enthusiasts protest amendment By TIM FAIIERTY Last Thursday's city council meeting drew a sipnding^nxiin only crowd, most of whom came to question an amendment to the ordinance regulating sailboats on the beach. The new ordinance doubles the fees - for those ' boats, requires licenses of operators as. well as owners, and prohibits swimmers and sunbaihers from using the sailor's beaches. Several p.eople who hold licenses t o operate Hobie Cats (small catamarans) and store them on city beaches stood to protest the raise in fees, the major change in the ordinance. "It seems awfully high for what you get," said Walter Myers. "You don't get anything." "The new fees will charge owners of dual hull boats $150 per year and owners of single null sailboats$70. The number of licenses remains limited to 75 for catamarans and 25 for other boats. Only the catamarans are permitted to be stored on the beach. All operators of the boats will have to pass a proficiency t est and pay a $5 license fee. Other sailors questioned how the increased fees could be justified. Paul T. Mc- Carthy, city administrator, said the money would go toward paying for the increased number of licenses i and tests mandated by the ordinance, and for some sort of permanent or semipermanent markings to separate sailing beaches from bat hing beaches. He said even police salaries could justify ihe additional funds. Some of the sailors remained unconvinced, however, claiming that they were suffering for the careless actions of unlicensed boaters. Council President William H. Woods insisted that the council had nothing against the boat owners. An amendment to the ordinance was originally suggested by Police Chief Dominic C. Longo; who received numerous complaints last summer of beer parlies surrounding the boats and the illegal transfer of licenses. Knight's idea of having a new lottery to distribute licenses each year is not part of the ordinance amendment. Knight told sailors Thursday that the plan may be reconsidered for upcoming seasons. "I think a lot tery is the fairest t hing," he said, adding that although it is too close to the present season to institute one, "We'll give it more consideration in . the future." Knight also told the boaters that they may be affected by changes in the city's dune protection ordinance which council will be working on soon. The amendment, which will provide for penalties up to $500 and 90 days imprisonment for violators, also sets up the mechanics of. a review process, whereby alleged violators will appear before McCarthy, who will have I he power to suspend or revoke licenses. The second phase, which will include two handball - racquetball courts, more meeting rooms, an exercise room and a whirlpool and sauna, is expected to open early next year and is being funded by private donations. Wimberg to appoint a new municipal courtjudge following council's rejection of Wimberg's reappointment of incumbent Judge Edward P. Kozmor at the end of March. Wimberg found that, under state law, Kozmor will continue to serve until a new Judge to appointed, no he decided to make no new appointment. The amendment, introduced by Councilwoman Jeanne M. Clunn, would change the administrative code to require Wimberg to make a new appointment or have the power to appoint "revert to council." The legality of such an amendment has been questioned by Wimberg and Solicitor Gerald J. Corcoran. It was passed on first reading April 26, again by a narrow vote, which almost certainly insured that if Wimberg vetoed the measure, the amendment's proponents would not have the power to override that veto. The amendment had been opposed by Councilmen Herbert J. Brownlee, Henry & Knight and Jack Jones. When WilUam J. Meis changed hto mind Tuesday, there were enough votes to table the ordinance. On the same night the ordinance passed, on first reading, council met with Mayor Wimberg to an attempt to thrash out a compromise on the issue. The champ! t Walters wins national tourney By TOM WILLIAMS "Judo's not just for the guy who wins the gold medal. To me, of all the people I know to United States' judo, the one I respect most to Joe Walters. Joe will never be a national champion. He lost one leg in Vietnam. He's a bright, good-looking guy who was a Marine of fleer when it happened "I can remember when I was in Japan. I'd be getting ready to go out and have a good time and there would be Joe, doing squats on the leg. To me, that's what Judo to really all about." Those words, spoken by former National Judo Champion Doug Nelson to 1974, describe the dedication of Cape May County's Joe Walters to the sport he loves. Nelson didn't go far enough to hto evaluation of Walters, however, because late last month Joe became a national champion himself. He won the National AAU Master's Championship at 189 pounds to San Francisco by sweeping three matches, toduding one over a highly-regarded fifth degree black belt who had already won four previous national titles. Hto success on the mat earned Walters the additional title of "Outstanding Judoka" to the entire championship tournament How does a man with one leg gat himself into a position where he can even compete for a championship on this level? He does it by using the dedication described by Doug Nelson. Joe Walters mads one tour to Vietnam with the paratroopers. Walters was wounded upon hto return and received the Purple Heart, Silver Star and Bronze Star. But he went back into action once morr, this time losing his leg. When the doctors told him to work on building hto body, Walters decided to go back to judo. His family had a great judo tradition (brother Dick was twice ranked number one to the nation) and Joe had some experience with the sport. He studied in Japan, where he ran into Nelson, and ended up teaching in Houston. He received his Made belt while out to Texas. Eventually, Joe came home, taking a Job teaching at the DenntoviUe School. He also conducts classes at Ocean City's Walters School of Judo.
