wanted to.go," he said, "that
would, hurt us. There's going
to have to be some flexibility
for things like this, otherwise
we will lose some business."
AJI'these objections seem to
be answered in Brownlee's
ordinance. But there still may
be opposition from a group of
southend residents who do not
want to see anything done
which will encourage busses
to use the 591 h St. lot.
"I am absolutely dismayed
at the prospect," said
Virginia Oerderian of the
Environmental Association of
Ocean City.. "We have a
severe parking problem down
here every day in the summer
as it is."
Oerderian said many
southenders are concerned
thai an increased use of the
SOih Street lot for busses will
cause problems for residents
and tourists alike.
"We Just can't see any
sense in this," she said,
pointing to the' absence of
public resirooms in the entire
area. "I think it's a disservice
to the tourists.
"What about the business
people in town? Do they
realize this is a potential
market they are losing?"
But Parking Authority
Secretary David BIyler said
the south end of the island is
"the last real seashore beach
we have."
He said that allowing the
busses to park at 59th St. was
a way to "stop the
harassment of these busses,"
which-otherwise would have
to return to the center of town
after bringing tourists to the
Ocean Crest Park area.
"We'll have to live with it
and; see how it goes," he said.
McCarthy takes aim at city promotional system
By TIM FAHERTV
WHen council was
discussing the city's sytem of
incremental increases earlier
this month, Administrator
Paul T. McCarthy raised a
few eyebrows when he said,
'1 have virtually no written
documentation for how
anyone in the city gets from
step to step."
McCarthy said that under
the commission form of
government, the system of
-granting increments differed
from departmnt to department.
For instance, some
departments required employees
to be hired before
June 1 in order to be eligible
for a salary increment on
January .1. But in other
departments, it was possible
to be hired in December and
get a salary, increment in
January.
The contracts for municipal
employees are not specific as
to when increments shall be
granted. And in the post, since
commissioners were also
department heads, the
method of granting these
increments was largely up to
Ihe individual commissioner's
discretion.
When this process, of
granting increments every
year is coupled with the
system the city has of
granting 2 percent increases
every five years, it produces
what Personnel Director
Andrew J. Salerno called "a
double longevity system."
McCarthy said at a May 8
council workshop that he
would like to eventually see
the system of increments be
based on merit. But "that's a
moot, issue right now," he
said, because presently the
city's supervisors are not
trained to objectively
evaluate, employee performance.
"I don't feel
comfortable in installing that
system," he said.
But the dty may be one step
closer to such a, system, as 17
supervisory personnel have
Just completed a five-day, 30hour
course in "effective
supervision in government."
The course, given through
the Division of Personnel
Services of the New Jersey
Department of Civil Service,
explored "methods of
supervision and management
within the dvil service constraints,','
Salerno said.
"I was very pleased," he
said. "I thought it was • very
good course.'
Hie classes, which were
held on five consecutive
FWdaya from April 20 to May
18, examined such areas as
communication, problem
solving, grievances, and
styles of management.
"We're trying to promote
teamwork and the single line
of management philosophy,"
Salerno said.
i ""~" wl " v '
One day of the course was
devoted to employee
evaluations, an introduction
which may serve as the basis
for a future Incremental
system based on merit
This introduction will be
emphasized and expanded
this summer if the city
receives a federal grant of
H,«60 which would pay for
two more courses — one on
safety, and the other dealing
with employee performance.
Although the grant requires
a match from the city, that
match can be in the form of
the salaries paid to employees
while they attend foe dassas, ' ;
and the use of dtyfacilitlesia* '
.a classroom. So, Salerno ffJaV*"*
Since any change in the*
increment system would lie •V-" vi
matter for contract
negotiation, Salerno Is looking
toward the isn contracts to
develop a system where the
money available for increments
can be divided on a
merit basis, in the present ,
system, he said, "the good
employee is penalised."
planning board meeting, the
township committee has
tabled a decision on the
proposed buffer zone expansion
of the Yogi Bear
Campground front Dennis
Township into Uf
Township until further
research could be gathered.
Theproblem stems from an
appeal requested by Evelyn
Roth, an independent candidate
for township committee
as to whether there
might be a possible conflict of
interest when Michael
Ifyland, township engineer,
who was working for the
campground as a private
contractor, discovered during
a survey that part of the
campground's buffer tone
crossed into Upper Township.
Roth also questioned the
possible legality of the buffer
une stretching into Upper
Township land that had been
aned residential.
Mayor Leonard Mlgliarfrft
questioned why the com-
appeal over a land use which
feu into another township's
boundaries.
Mrs. Roth stated that she
believed the land in question
belonged to Upper Township,
according to the Dennis
Township tax maps. Hyland,
on the other hand, stated his
survey was agreed upon by
Dennis Township. -Hyland
added the land was a dead
pieceof land and could only be
used as a buffer une.
Township Solicitor James
A. Waldron questioned, "Isn't
this whole thug an exercise in
futility?" Waldron, while
fB«ptwiring the matter with
Mrs. Roth, asked her if in fact
the land In question was in
Upper Township and since it
cant be developed because it
is a buffer tone, It wouldn't
require the need for a
variance.
Vincent LaMama, attorney
for the campground, stated,
Waldron agreed, stating, if
the land is to remain vacant
there wouldn't be any need to
go before the board of adjustment
for a variance
change.
Cbmmitleeman Frank Kruk
stated he would like to see
more research into the matter
before a decision is handed
down.
The committee agreed and
will review the matter again
at the next township meeting.
In other township business,
local members of the
Historical Preservation
Society of Upper Township
volunteered to assist in a
county survey to document
historical buildings in the
township. The survey Is in
conjunction with the Cape
May County Planning Board
inventory of historical places.
Members of the society noted
that whenever a survey of this
type took place, tax values
and tourist benefits have gone
up-
<
MigliiH* *io and committee
members supported the idea.
Recreation members
Joanne Tropeano and Ruth
Shaw requested that the
committee consider the
construction of a fence which
. would run dowa fee first and
