NAFEC to receive new $5.4 million communications systeiii
A new $5.4 million comrrjunications
system, designed
' _ to increase the government's
research capabilities in the
' fifeld of air traffic control, has
been purchased by the
Federal Aviation Administration
for use at its
National Aviation Facilities
Experimental Center
: (NAFEC).
NAFEC Acting Director
Joseph M. Del Balzo said that
a contract for the
sophisticated electronic
system had been awarded to
Litton Industries' Amecom
Division, College Park, Md.
Hie system will be installed in
NAFEC's new $50 million
Technical and Administrative.
Headquarters building,
scheduled for for completion
next year.
' The system contains the
latest in telecommunications
technology now in use in air
traffic control work. It will be
experimental center, at
remote monitoring facilities,
and ' with aircraft via
Separately, Del Balzo,
announced that another
communications system
contract, totalling $685,513,
has been awarded to K DI
Precision Products, Inc.,
Cincinnati, Ohio. This solidstate
electronics system will
distribute the signals from
radar surveillance sites
located around NAFEC to the
major air traffic control
laboratories in the new
building. Delivery is expected
within 12 months.
The new Litton system uses
solid-state electronics and
computers, compared with
existing electromechanical
telephone switching equipment,
which now occupies
6,400 square feet of space. As
a result, the new system is
faster, smaller and more
versatile.
The new equipment is
scheduled to be in use in 1981.
It will be housed in 2,000
516,000 square foot building.
The new system is designed to
handle communications by
100 air controllers, but can be
expanded to accommodate
250.
The system will play a
central role, in NAFEC's work
of analyzing and solving air
traffic problems anywhere in
the U.S., and in developing
and testing new techniques,
procedures and automated
equipment designed to increase
the safety and efficiency
of U.S. air control.
Typical of the work done at
the NAFEC laboratories was
a study of the air traffic to be
handled by the Dallas-Fort
Worth Regional Airport when
it was planned. Through the
use of simulation, the air
traffic situation at Dallas-
Fort Worth was duplicated on
laboratory radar scopes with
projections made for future
flight pattern growth.
In addition to the Litton
communications system, the
simulation and air traffic
control research laboratories
in the new NAFEC building
will contain more than $100'
million in existing supporting
computer equipment. The
new building, which also will
house administrative offices,
is more than 950 feet long and'
350 feet wide. At present, the
steel structural framework is
nearing completion. Ground
was broken for the building by
President Carter last September
20.
The building consists of a
two-story structure housing
the air traffic laboratories,
surrounded by a larger, fourstory
main building. The two
sections are to be connected
by an interior, landscaped
courtyard covered by a
skylight. The building will
replace some 30 World War n
structures at the experimental
center.
The Atlantic County Im-
Construction activity on the new $50 million Technical a ad Administrative Complex at FAA's
National Aviation Facilities Experimental Center (NAFEC) is captured in this series of
photographs. From the top left, clockwise, the first steel upright is set in place. The girders then
go up as, at the same time, a needed retaining wall is built. In the center a worker "rides" one of
the girders as it is set in place.
The new legislation would
set up a comprehensive
system of liability and
compensation for oil spills in
the country's coastal waters
or inland waterways. It would
impose strict liability on those
responsible for an oil spill,
and would provide the
necessary funding to immediately
clean up the oil and
to compensate for any losses.
Under the legislation, the
owner of a tanker or facility
that spilled oil would be
required to pay for all
damages and clean-up costs
up to a maximum of $30
million. In the rare cases
where the damages and costs
exceeded $30 million, additional
compensation would
come from a "superfund"
created by the MIL This fund
would, be kept at a $300 million
level, and istuld b* funded by
a3-cent per barrel fee on all
oil shipped to terminals within
tfaeU-S.
"The bill is designed to
provide prompt payment of
damages and cleanup costs,"
Hughes explained. "If a
spifler refuses to pay or
cannot be found, the superfund
wfll make expeditious
payments for damages and
cleanup costs. Government
officials will then proceed to
find and penalize the guilty
parties," he said.
Hughes pointed out that
the legislation has particular
importance to South Jersey.
"The resort businesses and
ti«hing industry need «»WMMI
oceans and beaches to survive,"
he said. "A major spill
would be devastating to them.
These people need the
assurance that they win be
has already won wide-ranging
support from coastal communities,
public interest
groups, terminal operators
and the oil industry.
Hughes added that the
legislation would complement
the bill which Congress
passed last year to dean up
and compensate for spills
related to offshore oil drilling
operations. He said this bill
would eliminate the current
patchwork of state and local
regulations on oil spills, and
replace them with a uniform
federal system.
provement Authority is
building the project with
financing from the Irving
Trust Co. of New York and the
Prudential Insurance Co.,
Chinnici named to commission
Assemblyman Joseph W.
Chinnici (B-Cumber land-
Cape May) has been reappointed
to the state Beach
Erosion Commission, a panel
with responsibility for addressing
the severe problems
caused by oceanfront and
shoreline erosion.
Chinnici, serving his fourth
term in the Assembly, was
named to the commission by
the speaker of the General
Assembly.
"In recent years, New
Jersey's coastline has been
severely damaged by harsh
winter storms and, in fact,
some connunities lost nearly
all their beachfronts,"
Chinnici said. "With the
success of our billion-dollar r
resort and tourist industry M
dependent upon maintaining T
attractive ocean beaches, it is
vital that the state act to help
those areas most in need."
The assemblyman said that
he was hopeful the commission
would work closelywith
other state agencies, W
notably the Department of
Environmental Protection, to
develop a coordinated master
plan to preserve the beachfront.
Chinnici, a former Cumberland
County freeholder, M
also serves on the Joint Ap-9
propriations Committee.
