<strong>Economic</strong> Contribution <strong>of</strong> <strong>the</strong> <strong>UK</strong> <strong>Film</strong> <strong>Industry</strong><br />

In a speech on <strong>UK</strong> culture he made earlier in <strong>the</strong> year, <strong>the</strong> former Prime Minister Tony Blair commented<br />
“art, more than any programmes <strong>of</strong> Government, worthy and necessary though those are, can make<br />
people consider, see things differently, understand where o<strong>the</strong>rs come from.” 29 <strong>Film</strong> has <strong>the</strong> ability to<br />
fulfill all <strong>of</strong> <strong>the</strong>se roles, broadening <strong>the</strong> audience’s knowledge <strong>of</strong> <strong>the</strong> world and enriching people’s lives.<br />
<strong>Film</strong> also plays an important role in social communications and relationships.<br />
On many occasions, <strong>the</strong> cultural benefits a film delivers will be open to all. But <strong>the</strong>re are times when <strong>the</strong><br />
messages <strong>of</strong> a film speak loudest to those who share its nationality. Indigenous films may help inform<br />
<strong>British</strong> people about who <strong>the</strong>y are, how <strong>the</strong>y fit in to <strong>the</strong> world and what <strong>the</strong>y share with o<strong>the</strong>r nationalities.<br />
Successful <strong>UK</strong> films <strong>the</strong>refore play an important role in defining our nationality identity and selfconfidence.<br />
Moreover, <strong>the</strong>y also influence how <strong>the</strong> nation is perceived abroad.<br />
This chapter explores <strong>the</strong> cultural benefits <strong>of</strong> <strong>the</strong> core <strong>UK</strong> film industry. It estimates <strong>the</strong> value that <strong>British</strong><br />
cinema audiences are willing to pay for <strong>the</strong> cultural value <strong>UK</strong> film provides.<br />
Key Points<br />
• <strong>The</strong> value that people attach to film culture should in part be reflected in box <strong>of</strong>fice takings. But<br />
indigenous film has a number <strong>of</strong> o<strong>the</strong>r facets – for example, as a key means <strong>of</strong> expression <strong>of</strong> <strong>UK</strong><br />
identity - that are likely to mean <strong>the</strong> total social valuation exceeds box <strong>of</strong>fice takings.<br />
• <strong>UK</strong> films address <strong>the</strong> social challenges that <strong>the</strong> country faces in <strong>the</strong> 21 st century, including drug<br />
addiction, prejudice and race relations.<br />
• Culture also benefits from <strong>the</strong> educational component <strong>of</strong> <strong>UK</strong> films.<br />
• We estimate that <strong>the</strong> presence <strong>of</strong> <strong>UK</strong> films boosts total box <strong>of</strong>fice revenues by over £50 million a<br />
year. This is one estimate <strong>of</strong> <strong>the</strong> cultural value <strong>of</strong> <strong>UK</strong> film as shown in cinema.<br />
• Sales and rental <strong>of</strong> <strong>UK</strong> films on DVD earned over £350 million in 2006. If <strong>the</strong> same premium for<br />
watching <strong>UK</strong> films applies in <strong>the</strong>se media, <strong>the</strong> cultural value <strong>of</strong> watching <strong>UK</strong> film may be boosted<br />
by an additional £105 million.<br />
• <strong>The</strong> government is now explicitly recognising <strong>the</strong> value <strong>of</strong> culture through <strong>the</strong> cultural test for<br />
identifying whe<strong>the</strong>r a film is <strong>British</strong>.<br />
