An Alternative Future for the North East Mission Industrial Zone

PLANNING & POLICY RECOMMENDATIONS
In considering goals for both the NEMIZ and for
the City of San Francisco, the team has prepared a
set of supportive recommendatons for adressing
PDR citywide, and a set of goals focused specifically
on the NEMIZ. The policy recommendations
are accompanied by a proposed land use
alternative to serve as the basis for alternative zoning.
Citywide Industrial
Policy Recommendations
These citywide policy recommendations are
included here, because they have a relationship to
the rezoning of the NEMIZ.
The Mission Coalition has gathered
the input of NEMIZ stakeholders,
conducted a thorough
theoretical and practical investigation
into the PDR concept,
and has worked intensely to
articulate a vision for the future
of the NEMIZ. The MCEJJ
effort resulted in the following
consensus policy and planning
recommendations.
A. Refinement of PDR
Definitions
The definitions of PDR need to be further refined
to be more related to the potential impacts of PDR
activities. When the PDR definitions are linked to
land use zoning consideration needs to be given to
the access, building-type, and space requirements
of various PDR types.
MCEJJ has developed a set of PDR definitions
that build from the City’s work, and SPUR’s
Housing Action Committee (HAC) refinements
to these definitions. But PDR definitions need to
reflect the specific conditions within a planning
