Additional Placement Option for Address Change Service Participant Code<br />

Effective <strong>October</strong> 3, <strong>2002</strong>, Domestic Mail Manual<br />

(DMM) M013 is revised to allow placement of an Address<br />

Change Service (ACS) participant code on the mailpiece<br />

directly above the address and below the ancillary service<br />

endorsement when the endorsement is located directly<br />

above the address block. This new optional location is limited<br />

to letter-size machinable pieces (see DMM C050) with<br />

or without a barcode. The ACS participant code and ancillary<br />

service endorsement must be printed in a non-narrow<br />

variant of Helvetica or Arial sans serif font in the range of 10<br />

to 12 points.<br />

This additional location allows the mail to become eligible<br />

for the new <strong>Postal</strong> Automation Redirection System<br />

(PARS). PARS is a pilot program designed to improve the<br />

processing of undeliverable-as-addressed mail, as well as<br />

the address notification process. It may also permit additional<br />

mailers to participate in the ACS program.<br />

Mailers are reminded that the only ancillary service endorsements<br />

permitted with ACS are “Address Service Requested”<br />

and “Change Service Requested.”<br />

We will incorporate these revisions into the printed version<br />

of DMM 58 and into the monthly update of the online<br />

DMM available via <strong>Postal</strong> Explorer at http://pe.usps.gov.<br />

2.0 FORMAT<br />

2.3 ACS Code in OEL<br />

If an Address Change Service (ACS) participant code<br />

(see 3.0) is used in an OEL on a label or in an address<br />

block, the delimiter symbol (#) must be in the first<br />

position at the left margin of the OEL, followed by the<br />

seven-character <strong>USPS</strong>-assigned ACS participant code,<br />

then one blank space. The remaining blank spaces between<br />

the left-justified delimiter and ACS participant code<br />

and the first character of the right-justified mail sortation information<br />

of the OEL must be filled with asterisks.<br />

2.4 No ACS Code in OEL<br />

If an ACS participant code is not placed in the OEL as permitted<br />

by 3.2 or is not used at all, the OEL must be filled<br />

with asterisks from the left margin of the label or address<br />

block (as defined by the position of the first character<br />

printed at the left margin in the label or address block) up to<br />

the first character in the OEL.<br />

3.0 ADDRESS CHANGE SERVICE<br />

3.1 Participant Code<br />

The Address Change Service (ACS) participant code is<br />

provided to authorized mailers by the National Customer<br />

Support Center (NCSC) (see G043 for address). The participant<br />

code consists of seven alpha characters, aligned<br />

left, and must be preceded by a single pound sign (#)<br />

delimiter.<br />

3.2 Placement<br />

The ACS participant code may be placed in one of two<br />

positions:<br />

a. In the optional endorsement line.The participant code<br />

must occupy the first eight positions on the left side of<br />

the OEL and be formatted as provided in 2.3.<br />

b. On the mailpiece or an address label directly below<br />

the ancillary service endorsement, left-justified, when<br />

the endorsement is placed directly above the address<br />

block, if these additional standards are met:<br />

(1) The mailpiece must be letter-size and machinable<br />

(see C050), with or without a barcode, or<br />

letter-size<br />

the top line of the address block. For automation-rate<br />

letters, the delivery point barcode may<br />
