other undeliverable mailpiece bearing the “Change Service<br />

Requested” endorsement.<br />

In keeping with the current process, UAA Delivery Confirmation<br />

or Signature Confirmation pieces that contain an<br />

Address Change Service (ACS) participant code will be<br />

sent to the appropriate CFS site for processing. The CFS<br />

site will process the address correction notifications and<br />

then dispose of the pieces according to the approved treatment<br />

in DMM F010.5.0 for pieces endorsed “Change Service<br />

Requested.” The Delivery Confirmation or Signature<br />

Confirmation barcode will not affect the disposal of such<br />

pieces.<br />

Address Change Service<br />

Except for Periodicals mail, authorized ACS participants<br />

must use either “Address Service Requested” or “Change<br />

Service Requested” with an ACS participant code. For Periodicals<br />

mail, an ACS participant code may be used either<br />

with mail endorsed “Address Service Requested” or without<br />

any ancillary service endorsement.<br />

Employees are reminded that all undeliverable mail<br />

bearing both an ACS participant code in the address block<br />

and an ancillary service endorsement must be sent to the<br />

appropriate CFS site. Some employees mistakenly assume<br />

that the only UAA ACS mail that is to be sent to a CFS site<br />

is mail for which addressees have filed a change-ofaddress<br />

order. This assumption is not correct.<br />

In addition to those situations where an addressee<br />

moves and files a change-of-address order, there can be<br />

other reasons for UAA ACS mail as shown in DMM Exhibit<br />

F010.4.1. Some of those reasons include cases where the<br />

addressee has moved and has not filed a change-ofaddress<br />

order (“Moved, Left No Address”) or the mail<br />

shows an insufficient address or contains a house number<br />

or street name that does not exist. Mailers using ACS as a<br />

cost-effective means to maintain address lists expect to receive<br />

information electronically for all UAA mail from offices<br />

that utilize CFS sites.<br />

Scanning Reminder<br />

Employees are also reminded of the extreme importance<br />

in properly scanning every piece of mail that bears a<br />

Delivery Confirmation service or Signature Confirmation<br />

service barcode. Mailers and parcel shippers wanting to<br />

use “Change Service Requested” with Delivery Confirmation<br />

or Signature Confirmation have cited the critical need<br />

of obtaining a Delivery Confirmation or Signature Confirmation<br />

scan from a delivery unit to learn when the mail was not<br />

deliverable as addressed.<br />

Limitations on Endorsement Use<br />

Mailers and shippers of perishable items planning to<br />

use the “Change Service Requested” ancillary service<br />

endorsement with Delivery Confirmation service or, where<br />

available, Signature Confirmation service, are reminded of<br />

the following:<br />

First-Class Mail Items. The endorsement is available<br />

for First-Class Mail items only with participation<br />

in ACS. For First-Class Mail items, Delivery Confirmation<br />

service or Signature Confirmation service is<br />

available only for parcels or parcel-shaped mail as<br />

defined in DMM C100.5.0.<br />

Priority Mail Items. The endorsement is available<br />

for Priority Mail items only with participation in ACS.<br />

For Priority Mail items, only perishable matter may<br />

bear the “Change Service Requested” endorsement.<br />

Standard Mail Items. The endorsement is available<br />

for Standard Mail items with or without participation in<br />

ACS. For Standard Mail items, Delivery Confirmation<br />

service is the only special service available with<br />

“Change Service Requested.” Any Standard Mail<br />

item using a special service must be subject to the residual<br />

shape surcharge.<br />

Package Services Items. The endorsement is available<br />

for Package Services items with or without participation<br />

in ACS. For Package Services mail,<br />

Delivery Confirmation service and Signature Confirmation<br />

service are limited to parcels and may not<br />

be used on flat-size mail.<br />

We will incorporate these revisions into the printed version<br />

of DMM 58 and into the monthly update of the online<br />

DMM available via <strong>Postal</strong> Explorer at http://pe.usps.gov.<br />
