and makes the entry into AIC 848, Stock Returned, of the<br />

unit’s PS Form 1412, which creates an item in the In-Transit<br />

Returned Report System. The SDO or SSC receives the<br />

stock and clears the stamp stock item from the In-Transit<br />

Shipped Report System. For items not cleared from the<br />

In-Transit Shipped Report System, the following actions<br />

occur:<br />

Within 7 days, SS/A sends an e-mail notification to<br />

the SDO or SSC.<br />

After 14 days, SS/A sends a second e-mail notification<br />

to the SDO or SSC and the district finance<br />

manager.<br />

Local Tax Code Information<br />

The <strong>Postal</strong> Service collects appropriate federal, state,<br />

and local taxes from the pay of our employees who are subject<br />

to these deductions. Based on agreements between<br />

local taxation authorities and the U.S. Department of the<br />

Treasury, the <strong>Postal</strong> Service collects occupational license<br />

taxes, city and/or county income taxes, revenue taxes,<br />

senior citizen taxes, mental health taxes, or, in some locations,<br />

two of these taxes.<br />

Shown below is an updated local tax code listing that<br />

adds or adjusts a number of additional tax collection locations,<br />

and indicates the type(s) of taxes collected directly<br />

from our employees.<br />

Some of the taxes shown below are automatically deducted<br />

from the salaries of <strong>Postal</strong> Service employees who<br />

live or work within the geographic boundaries of specific<br />

taxing authorities. However, most of these taxes have not<br />

been established as automatic deductions. If you are subject<br />

to these local taxes, you must be proactive and complete<br />

and submit the proper taxation paperwork. You are<br />

ultimately responsible for ensuring that the correct local<br />

taxes are deducted from your pay.<br />

If you live or work in a locality that is subject to one of the<br />

taxes listed below, and the correct deduction is not being<br />

assessed from your pay, you should immediately complete<br />

a PS Form 4, Employee’s City or County Withholding Certificate.<br />

After completing this form, forward it to the appropriate<br />

Personnel office for entry into your master file.<br />

After 30 days, for any amount still pending in the In-<br />

Transit Shipped Report System, SS/A debits the expense<br />

account of the SDO or SSC finance number.<br />

SS/A charges discrepancies to the finance number of the<br />

receiving office, following the overage and shortage tolerance<br />

guidelines.<br />

Note: Discrepancy for factory packaged items also follows<br />

the current PS Form 8144 process.<br />
