2.8 Tearing Guides<br />

A card may have perforations or tearing guides if they do<br />

not eliminate or interfere with any address element, postage,<br />

marking, or endorsement and do not impair the physical<br />

integrity of the card.<br />

[Revise the heading of 2.9 and revise the text to incorporate<br />

the content from 2.10 and 2.11 to read as follows:]<br />

2.9 Double Cards<br />

A double card (i.e., a double stamped card or double postcard)<br />

consists of two attached cards, one of which is<br />

designed to be detached by the recipient and returned by<br />

mail as a single card. Double cards are subject to these<br />

standards:<br />

a. The reply half of a double card must be used for reply<br />

only and may not be used to convey a message to<br />

the original addressee or to send statements of account.<br />

The reply half may be formatted for response<br />

purposes (e.g., contain blocks for completion by the<br />

addressee).<br />

b. A double card must be folded before mailing and prepared<br />

so that the address on the reply half is on the<br />

inside when the double card is originally mailed. The<br />

address side of the reply half may be prepared as<br />

business reply mail, courtesy reply mail, meter reply<br />

mail, or as a merchandise return service label.<br />

c. Plain stickers, seals, or a single wire stitch (staple)<br />

may be used to fasten the open edges of a double<br />

card if affixed so that the inner surfaces of the cards<br />

can be readily examined. Fasteners must be affixed<br />

according to the applicable preparation requirements<br />

for the rate claimed.<br />

d. The first half of a double card must be detached<br />

when the reply half is mailed for return.<br />

Effective <strong>October</strong> 3, <strong>2002</strong>, Domestic Mail Manual<br />

(DMM) E650.5.4, M013.2.5, M045.3.2, M610.2.2,<br />

M610.3.3, M610.4.7, M810.2.2, and M820.5.3 are revised<br />

to allow mailers the option of placing onto bulk mail center<br />

(BMC) pallets and auxiliary service facility (ASF) pallets the<br />

following specially sorted packages, sacks, and trays of<br />

mixed area distribution center (ADC) Standard Mail items:<br />

Packages of flat-size pieces.<br />

Sacks of flat-size pieces.<br />

Trays of letter-size pieces.<br />

3.0 CARD RATE<br />

[Revise 3.0 to read as follows:]<br />

A card may be a single or double (reply) stamped card or a<br />

single or double postcard. Stamped cards are available<br />

from the <strong>Postal</strong> Service with postage imprinted on them.<br />

Postcards are commercially available or privately printed<br />

mailing cards. To be eligible for a card rate, a card and each<br />

half of a double card, must meet the physical standards in<br />

C100 and the applicable eligibility and preparation standards<br />

for the rate claimed. Ineligible cards are subject to<br />

the applicable letter-size rates. Cards may be prepared and<br />

mailed at the First-Class Mail single-piece card rate, Presorted<br />

card rate, or automation card rates, subject to the<br />

applicable standards.<br />

For editorial consistency and clarity, DMM M610.3.1,<br />

M610.4.3, M610.5.2, M820.2.1, M820.4.1, M820.4.2, and<br />

M820.5.1 are revised to correct the order of presentation<br />

for the preparation sequence, the package or container<br />

minimums, and the package or container labeling. Each revised<br />

section also combines into one section Line 1 and<br />

Line 2 labeling information to facilitate reference.<br />

Mixed ADC packages, sacks, and trays contain mailpieces<br />

that remain after all required 5-digit, 3-digit, and<br />

ADC packages, sacks, or trays have been prepared. Under<br />

the optional preparation introduced with this revision, such<br />

packages, sacks, and trays are placed on ASF and BMC
