SAFR Offices<br />

The Post Office returns stamp stock to the SDO or SSC,<br />

enters the information as Stock Returned on Form 17, and<br />

makes the entry into AIC 848, Stock Returned, of the unit’s<br />

PS Form 1412, which creates an item in the In-Transit Returned<br />

Report System. The SDO or SSC receives the stock<br />

and clears the stamp stock item from the In-Transit Shipped<br />

Report System. For items not cleared from the In-Transit<br />

Shipped Report System, the following actions occur:<br />

Within 7 days, SS/A sends an e-mail notification to<br />

the SDO or SSC.<br />

After 14 days, SS/A sends a second e-mail notification<br />

to the SDO or SSC and the district finance manager.<br />

After 30 days, for any amount still pending in the In-<br />

Transit Shipped Report System, SS/A debits the expense<br />

account of the SDO or SSC finance number.<br />

SS/A charges discrepancies in incoming stock shipments<br />

to the finance number of the receiving office, following the<br />

overage and shortage tolerance guidelines.<br />

The SDO ships stamp stock to the Post Office and enters<br />

the information into the STAMPS system, which creates an<br />

item in the In-Transit Shipped Report System. The Post<br />

Office receives the stock and clears the stamp stock item<br />

from the In-Transit Shipped Report System. For items not<br />

cleared from the In-Transit Shipped Report System, the following<br />

actions occur:<br />
