1.4 Markmið samkeppninnar<br />

Meginmarkmið samkeppninnar er að fá fram frjóar og fjölbreyttar<br />

hugmyndir um framt<strong>í</strong>ðarnýtingu og framt<strong>í</strong>ðarskipulag<br />

Gömlu hafnarinnar. Að undanskildu aðalskipulagi hefur<br />

aldrei verið gert heildarskipulag af þessu svæði sem þó er<br />

svo mikilvægt <strong>í</strong> heildarmynd Reykjav<strong>í</strong>kur. Hér gefst einstakt<br />

tækifæri til að skapa svæði <strong>í</strong> miðborg Reykjav<strong>í</strong>kur sem glætt<br />

er l<strong>í</strong>fi sem tengist <strong>höfnin</strong>ni, hafnarstarfsemi og sögu hennar<br />

en er einnig mikilvægur hluti miðbæjarins og þess fjölbreytta<br />

mannl<strong>í</strong>fs sem þar er með menningarstofnunum,<br />

verslunum, þjónustu og <strong>í</strong>búðabyggð.<br />

Vandfundin eru dæmi þess, <strong>í</strong> endurskipulögðum erlendum<br />

hafnarborgum, að hafnir hafi haldið óbreyttri starsemi<br />

að endurskipulagningu lokinni. Ætlunin, með þessari samkeppni,<br />

er ekki eingöngu að tryggja að l<strong>í</strong>f verði áfram <strong>í</strong> og<br />

við <strong>höfnin</strong>a heldur að þannig verði búið um framt<strong>í</strong>ðarskipulag<br />

að það eflist um ókomin ár. Þetta l<strong>í</strong>f skal öðrum þræði<br />

tengjast útgerð og hafnarstarfsemi en einnig annarri starfsemi<br />

svo sem ferðamannaþjónustu.<br />

Vonir verkkaupa standa til þess að verðlaunaðar hugmyndir<br />

verði nýttar <strong>í</strong> áframhaldandi vinnu við gerð heildarskipulags<br />

fyrir svæðið. Þetta á bæði við um aðalskipulag og<br />

deiliskipulag svæðisins.<br />

1.5 Samkeppnisform<br />

Um er að ræða almenna hugmyndasamkeppni sem er öllum<br />

opin. Samkeppnin er <strong>í</strong> tvennu lagi A og B hluti og á<br />

keppnislýsing þessi við um báða hluta nema annað sé tekið<br />

fram. Ákvæði um nafnleynd og tungumál gildir um báða<br />

hluta samkeppninnar. Óheimilt er að skila inn sömu tillögu <strong>í</strong><br />

báða hluta hennar.<br />

Til nánari skýringar:<br />

A hluti er<br />

• ætlaður fagaðilum og þeim sem uppfylla skilyrði verkkaupa<br />

um þátttöku (sjá kafla 2.1).<br />

• unninn <strong>í</strong> samvinnu við Arkitektafélag Íslands (AÍ) og<br />

samkvæmt samkeppnisreglum félagsins (sem samþykktar<br />

voru á aðalfundi félagsins 14. nóvember<br />

2007).<br />

B hluti er<br />

• öllum opinn án nokkurra skilyrða<br />

• aðkoma Arkitektafélags Íslands (AÍ) <strong>í</strong> B hluta samkeppninnar<br />

einskorðast við tilnefningar félagsins <strong>í</strong><br />

dómnefnd.<br />

1.7 Áherslur dómnefndar<br />

Markmið A hluta samkeppninnar er að þátttakendur setji<br />

fram hugmyndir sem sameina þá mismunandi þætti sem<br />

þeim er gert að taka tillit til.<br />

Helstu áhersluatriði dómnefndar við mat á tillögum <strong>í</strong> A<br />

hluta eru eftirfarandi:<br />

1.4 Goals of the competition<br />

The main goal of the competition is to stimulate creative<br />

and diverse ideas about the future utilization and planning<br />

of the <strong>Old</strong> Harbour. With the exception of a General Plan,<br />

comprehensive planning has never been done for this area<br />

even though it is so important in the overall scheme of<br />

Reykjav<strong>í</strong>k. Here is a unique opportunity to create an area in<br />

Reykjavik City Centre, which radiates life related to the harbour,<br />

harbour operations and its history but is also an<br />

important part of City Centre and the diverse social life<br />

there, with cultural institutions, stores, services and residential<br />

areas.<br />

It is difficult to find examples abroad in reorganized harbour<br />

cities, where the harbours have maintained<br />

unchanged operations after reorganization. The intention of<br />

this competition is to ensure not only that vibrancy will<br />

continue in and near the harbour, but that a future plan will<br />

be created for its strengthening in the future. This vibrancy<br />

shall also be connected with the operation of fishing vessels<br />

and harbour operations, as well as other operations,<br />

such as tourism.<br />

The buyer’s hope is that awarded prizes shall be utilized<br />

in continuing work to prepare a comprehensive plan for the<br />

area. This pertains to both the general and local plan of the<br />

area.<br />

1.5 Form of the competition<br />

This competition is a general competition on ideas, open to<br />

everyone. The competition has two parts – A and B – and<br />

this competition specification pertains to both parts, unless<br />

otherwise stated. Anonymity and competition language<br />

applies to both parts of the competition. It is forbidden to<br />

submit the same proposal in both parts of it.<br />

By way of further explanation:<br />

Part A is<br />

• intended for professionals and those meeting the<br />

conditions of the buyer for participation (see Section<br />

2.1).<br />

• prepared in cooperation with the Association of<br />

Icelandic Architects (AÍ) and in accordance with the<br />

association’s Competition Rules (approved at its<br />

Annual General Meeting on 14 November 2007).<br />

Part B is<br />

• unconditionally open to everyone.<br />

• The involvement of the Association of Icelandic<br />

Architects (AÍ) in Part B of the competition is limited to<br />

its designation of a representative on the Jury.<br />

1.7 Jury’s emphases<br />

The goal of Part A of the competition is that participants<br />

present ideas pulling together the different factors they are<br />
