A crim<strong>in</strong>al trial is underway for dozens of defendants allegedly <strong>in</strong>volved <strong>in</strong> <strong>the</strong> November<br />

2003 Istanbul bomb<strong>in</strong>gs. The lead defendants admitted to contacts with al-Qaida and<br />

warned of fur<strong>the</strong>r attacks if Turkey cont<strong>in</strong>ues to cooperate with <strong>the</strong> United States and<br />

Israel. Most of <strong>the</strong> o<strong>the</strong>r defendants, however, denied responsibility for or knowledge of<br />

<strong>the</strong> bomb<strong>in</strong>gs.<br />

In addition to shar<strong>in</strong>g <strong>in</strong>telligence <strong>in</strong><strong>format</strong>ion on various groups operat<strong>in</strong>g <strong>in</strong> Turkey, <strong>the</strong><br />

Turkish National Police (TNP) and <strong>the</strong> National Intelligence Organization (MIT) conducted<br />

an aggressive counterterrorist campaign and deta<strong>in</strong>ed numerous suspected terrorists <strong>in</strong><br />

scores of raids, disrupt<strong>in</strong>g <strong>the</strong>se groups before terrorist acts could be carried out. Overall,<br />

<strong>in</strong> <strong>the</strong> last five years <strong>the</strong> Government of Turkey has worked closely with <strong>the</strong> United<br />

States <strong>in</strong> <strong>the</strong> apprehension, conviction, and punishment of those responsible for terrorist<br />

attacks <strong>in</strong> Turkey. However, Turkish law still def<strong>in</strong>es terrorism as attacks aga<strong>in</strong>st Turkish<br />

citizens and <strong>the</strong> Turkish state. Though <strong>the</strong> government recognizes <strong>the</strong> need to align this<br />

legal def<strong>in</strong>ition with <strong>in</strong>ternational norms, <strong>the</strong> old def<strong>in</strong>ition has yet to be amended. The<br />

TNP cont<strong>in</strong>ues to provide excellent protection of U.S. diplomatic and military facilities<br />

throughout Turkey; its response is always immediate and substantial when alerted to<br />

threats or <strong>in</strong>cidents <strong>in</strong>volv<strong>in</strong>g U.S. <strong>in</strong>terests. Similar to <strong>the</strong> handl<strong>in</strong>g of security at high<br />

profile events such as <strong>the</strong> Istanbul NATO Summit <strong>in</strong> 2004, security at <strong>the</strong> World<br />

University Games that took place <strong>in</strong> August <strong>in</strong> Izmir was appropriately proactive and<br />

without <strong>in</strong>cident.<br />

Turkey commanded <strong>the</strong> International Security Assistance Force (ISAF) <strong>in</strong> Afghanistan for<br />

a second time from February to August, contribut<strong>in</strong>g 1,500 troops.<br />

Turkey permitted <strong>the</strong> transport to Iraq of humanitarian goods, contributed humanitarian<br />

goods and services, and helped re-supply Coalition forces <strong>in</strong> Iraq with <strong>the</strong> transport and<br />

sale of fuel, food, and water. Turkey also allowed Incirlik Air Base to be used as a cargo<br />

hub for non-lethal goods transported to support OIF and OEF, and for <strong>the</strong> outbound<br />

rotation of U.S. troops return<strong>in</strong>g from Iraq. Turkey was active <strong>in</strong> reconstruction efforts,<br />

<strong>in</strong>clud<strong>in</strong>g provid<strong>in</strong>g electricity to Iraq. Some 70 Turkish citizens were killed provid<strong>in</strong>g<br />

logistical support to Coalition forces or perform<strong>in</strong>g reconstruction <strong>in</strong> Iraq. Turkey<br />

contributed headquarters personnel to <strong>the</strong> NATO tra<strong>in</strong><strong>in</strong>g mission <strong>in</strong> Iraq, helped tra<strong>in</strong><br />

Iraqi diplomats and political parties, and offered senior military leadership tra<strong>in</strong><strong>in</strong>g <strong>in</strong><br />

Turkey as a fur<strong>the</strong>r contribution to NATO’s Iraq Tra<strong>in</strong><strong>in</strong>g Mission.<br />

Turkey’s ongo<strong>in</strong>g struggle aga<strong>in</strong>st <strong>the</strong> Kongra-Gel/PKK was marked by <strong>in</strong>creased violence<br />

across Turkey. In <strong>the</strong> Sou<strong>the</strong>ast, Turkish security forces were active <strong>in</strong> <strong>the</strong> struggle<br />

aga<strong>in</strong>st <strong>the</strong> Kongra-Gel/PKK. There were a number of bomb<strong>in</strong>gs and attempted bomb<strong>in</strong>gs<br />

<strong>in</strong> resort areas <strong>in</strong> western Turkey and Istanbul, some of which resulted <strong>in</strong> civilian<br />

casualties. A Kurdish separatist group call<strong>in</strong>g itself <strong>the</strong> Kurdish Freedom Falcons (TAK),<br />

widely believed to be affiliated with <strong>the</strong> Kongra-Gel/PKK, claimed responsibility for many<br />

of <strong>the</strong>se attacks.<br />

Turkey is work<strong>in</strong>g to streng<strong>the</strong>n its counterterrorism f<strong>in</strong>ance regime for an upcom<strong>in</strong>g<br />

peer review under <strong>the</strong> auspices of <strong>the</strong> F<strong>in</strong>ancial Action Task Force (FATF). Pursuant to its<br />

obligations under UNSCR 1267 and subsequent resolutions, Turkish officials cont<strong>in</strong>ue to<br />

pass UN and U.S.-designated names of terrorists to all law enforcement and <strong>in</strong>telligence<br />

agencies, as well as to f<strong>in</strong>ancial <strong>in</strong>stitutions. The Government of Turkey submitted<br />

legislation to Parliament that will explicitly crim<strong>in</strong>alize terrorism f<strong>in</strong>ance and offer safe<br />

harbor protection for filers of suspicious transaction reports (STRs).<br />
