PART II WHY EUROPE SHOULD NOT BE AFRAID<br />

Introduction<br />

In this publication, new quantitative <strong>in</strong>sights on <strong>the</strong> srtuctures of <strong>the</strong><br />

contemporary crisis should be presented that largely are based on <strong>in</strong>sights of<br />

“critical political economy” of <strong>the</strong> late 19th and <strong>the</strong> early 20th Century.<br />

It cannot be precluded that patterns of global terrorism correspond to <strong>the</strong> more<br />

general sw<strong>in</strong>gs of world politics and economics that are be<strong>in</strong>g <strong>in</strong>tensly studied by<br />

world scholarship (Devezas (under <strong>the</strong> auspices of NATO), 2006; IIASA, 2007).<br />

The idea of global cycles goes back to <strong>the</strong> Russian statistician Nikolai Kondratiev.<br />

For one, Nicolai Kondratiev’s work and personality now received due <strong>in</strong>ternational<br />

attention. Although many contemporary economists treat <strong>the</strong> legacy of<br />

Kondratiev with utter contempt, Louçã could show that several major figures of<br />

economics of <strong>the</strong> 20 th Century, among <strong>the</strong>m Economic Nobel Prize<br />

w<strong>in</strong>ners, were deeply impressed by Kondratiev’s research. It suffices to mention<br />

here not just Joseph Alois Schumpeter and also <strong>in</strong> a way Simon Kuz<strong>net</strong>s, but<br />

Ragnar Frisch; Gottfried Haberler; Alv<strong>in</strong> H. Hansen; Walt Rostow; and Jan<br />

T<strong>in</strong>bergen. The revival of Kondratiev research <strong>in</strong> <strong>the</strong> 1960s and beyond is<br />

l<strong>in</strong>ked to <strong>the</strong> simulation efforts of Jay Forrester at <strong>the</strong> MIT <strong>in</strong> <strong>the</strong> context of his<br />

world-model<strong>in</strong>g for <strong>the</strong> Club of Rome. IIASA developed a highly sophisticated<br />

debate on <strong>the</strong> issue, centered ma<strong>in</strong>ly around <strong>the</strong> works of <strong>the</strong> physicist Cesare<br />

Marchetti and <strong>the</strong> Portuguese systems scientist Tessaleno Devezas.<br />

Devezas’ research is particularly noteworthy here, because it comb<strong>in</strong>es<br />

sociological <strong>in</strong>sights <strong>in</strong>to values and generations with <strong>the</strong> ma<strong>the</strong>matics of cyclical<br />

sw<strong>in</strong>gs <strong>in</strong> economics and demography. Forrester reproduced a 50 year pattern<br />

for <strong>the</strong> US-economy, based on his System Dynamics National Model (NM-model)<br />

which is based on 15 sectors. Marchetti moved <strong>the</strong> debate away from price series<br />

to physical quantities, <strong>in</strong>clud<strong>in</strong>g production and energy consumption.<br />

Unfortunately, as sophisticated and statistically satisfy<strong>in</strong>g as this IIASA debate<br />

might sound, it has been ra<strong>the</strong>r overlooked by both <strong>the</strong> mostly Marxist and world<br />

system supporters of Kondratiev waves and also by <strong>the</strong>ir economist detractors.<br />

In this context it should be emphasized that <strong>the</strong> recent Russian re-read<strong>in</strong>g of<br />

Kondratiev also touches on <strong>the</strong> nature of waves <strong>in</strong> <strong>the</strong> center and <strong>in</strong> <strong>the</strong><br />

periphery. Especially <strong>the</strong> Russian economist Aleksandr Bobrovnikov put forward<br />

an <strong>in</strong>terest<strong>in</strong>g frame of reference, <strong>in</strong> fact l<strong>in</strong>k<strong>in</strong>g <strong>the</strong> Kondratiev cycle debate with<br />

dependencia <strong>the</strong>ory. Bobrovnikov makes <strong>the</strong> po<strong>in</strong>t that transnational capital<br />

flows dur<strong>in</strong>g <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g downsw<strong>in</strong>g <strong>in</strong> <strong>the</strong> center to <strong>the</strong> periphery, where <strong>the</strong><br />

belated cycle still allows huge profits; dur<strong>in</strong>g <strong>the</strong> belated periphery depression<br />

transnational capital aga<strong>in</strong> flows to <strong>the</strong> center, thus exacerbat<strong>in</strong>g <strong>the</strong> debt crisis<br />

<strong>in</strong> <strong>the</strong> periphery. Our publication precsily cont<strong>in</strong>ues this debate with new data<br />

about world development, 1990 – 2003.<br />
