with the International Council for the Exploration of the
Sea (ICES) at the beginning of 2007 no longer provides for
the automatic transmission of scientific opinions to the
European Parliament, but does so for the RACs.
ACCOMpANyINg MEASURES
The Community Fisheries Control Agency (CFCA), based
in Vigo (Spain), was created to strengthen cooperation between
Member States in the detection of and crackdown
on offences.
The Commission adopted a strategy of sustainable European
aquaculture development and of communications
on fisheries partnership agreements concluded with third
countries, and the improvement of scientific advice on
fisheries management.
Within the framework of the reform, the Commission also
submitted a series of Community action plans focusing on:
• fishing in the Mediterranean;
• incorporation into the CFP of environmental protection
requirements;
• eradication of illegal, undeclared and unregulated fishing
(IUU fishing);
• neutralisation of the social, economic and regional consequences
of restructuring of the Community fisheries sector;
• a reduction in fish discards.
All too often, the legislative acts ultimately adopted were
not equal to the objectives stated in the Commission’s
communications.
