No person shall lay out a. block of ground for building unless and until a plan showing clearly tics number of houses or buildings proposed to be erected there° n, and the area to be occupied by each house or b oil ding and the position of every drain and privy, aid a copy of the specification has been laid before and approved by the Board, in accordance with Building Regulation No. 2. 2. No person shall commence to build, alter, add to, or-do any of the other acts or works mentioned in Building Regulation No. 3, unless he: (a.) Shall have made application in the f0111 provided in Schedule " A," and (1)) Shall ha we deposited plans and specifications prepared bi accordance with By-law No. 4, (c) and Shall have paid the appropriate fees as set out in Schedule "B," tuul (d) Until there has been issued therefor a Building License in the form set out in Schedule "C," and the plans and specifications have been duly endorsed as approved by the Board. No person who shall have obtained the approval of the Board as provided. hereinbefore, in respect of any building or addition or alteration, shall in the construction of such building or addition or alteration curtail or otherwise depart from. the plans and specifications which have been approved, without the written consent of the Board first had and obtained, and such alterationS or departures from approved plans and specifications shall be \VII, described, and endorsed on and in the plans and specifications. Penalty for breach, not exceeding £20, and £2 per day for such time as the offence continues. 4. All plans shall be neatly made in ink (scale feet to one inch) on drawing paper, tracing. cloth, or sunprint of at least 15in. x 20in. in size. The plans plull show every storey, elevations of external fronts, and one or more sections, showifig the heights of storeys, depth of foundations, level of ground, construction of walls, roofs, floors, etc., all clearly figured and dimensioned io feet and inches. There shall also be deposited a locality plan (scale not less than 16 feet to one inch), showing the position of the site on the block of the-proposed building, :Ind. showing. other buildings existing thereon, with all drains, privies, and other works. Collies of the locality and ground plans shall be left permanently with the Board. All plans, drawings, and specifications must be signed by the building owner or his duly authorised agent. All specifications shall be compiled so as to clearly and fully set forth the materials, workmanship, and every detail for the due completion of the work it refers to. Plans and speci flea tions shall be left with the Board at least seven (lays before the issue of the Building' License. 5. 'Whenever requested to do so by the Board, the holder of a Building License shall produce for inspection any plan or specification that has been approved by the Board and referred to in such Building License. 6. The level of the ground flour of any building shall not be less than three inches above the level of the adjacent footway or crown of the road, without the written permission of the Board first had. In eases where the road or footpath has not been constructed, the level of the ground door shall be at such height as the Board shall determine, and for this purpose a cross section of the indicting site shall be supplied by thin building owner, showing the relative levels of the site and the unmade road. 7. The Board may refuse to approve of any plan or specification which has not by reason of inflammable material proposed to be used, or for other reason, proper regard to the safety of persons or other buildings in the event of fire. S. The Board may refuse to approve of any plans or specifications which, in the opinion of the Board, are by reason of size, or design of construction or architecture, calculated to have a depreciative effect on adjacent buildings or on the locality where the proposed buildings would be erected. 9. No license will be granted for the erection of a building of wood or iron, or with materials other than brick, stone, or artificial stone unless the position and design, or value of such building will not, in the opinion of the Board, be prejudicial to adjacent buildings, or to the locality where the proposed building's would be erected. 10. No part of a building to be used as a dwelling house shall be placed at a lesser distance than five feet irom the side boundaries of the block, nor at a lesser distance than ten feet from the road boundary or any adjacent building., unless the written authority of the hoard has been first obtained. 11. No person shall open any footpath or road, or place any materials upon the same, nor erect any staging thereon, unless lie first give three days' clear notice thereof in writing, and deposits the sum of £5, and have obtained the written consent of the Board, and slain comply with all conditions as to coverings, railings, lights, and other requirenients which may be set out in thin consent herein referred to. (a) On the completion of the work, the person to whom the consent has been issued shall, within three days, fill in and repair all disturbances in the road or footpath, and shall remove all materials therefrom. On the work of repair and removal having been dens to the satisfaction of the Board, the deposit will be refunded in due course. (b) If the work referred to in (a) has not been done to the satisfaction of the Board or is unduly delayed, the Board may do the necessary work at the cost and charge of the person to whom the aforesaid consent was given. 12. No person shall erect any verandah (or other projection) over any public way without first having' deposited plans and specifications of the proposed erection, and if approved by the Board, the said plans and specifieations shall be endorsed as approved, subject, however, to any conditions which may be attached thereto. No advertising, trade, or other signs shall be displayed on any verandah (or other projection) over any public way save with the written approval of the Board first had. 13. A privy in accordance with the Health By-laws shall be provided before any further work is done (where such is not already on the premises) for the use of all workmen employe(li on the job. 14. Any person who does any act contrary to, or neglects or omits to do any act required to be done within the meaning of these By-laws shall, where no specific penalty is otherwise provided, incur a penalty not exceed'ng and a further penalty of per day for each the offence continues.
