Building By-laws.<br />
WIT kid I.:AS be "The .Road Districts Act, 1919," the<br />
Rom'. Board of any district is empowered to make Byhues<br />
for a11.or any purposes under the Act recited, the<br />
Plantagenet Road Board, in pun-mam) of powers vested<br />
ender the said A:4 and of every ether authority enabling<br />
it in that Both hereby make the following, which<br />
shall be known ;Ind cited as "'Pile Building By- laws ":<br />
1. No person shall lay out a. block of ground for<br />
building unless and until a plan showing clearly tics<br />
number of houses or buildings proposed to be erected<br />
there° n, and the area to be occupied by each house or<br />
b oil ding and the position of every drain and privy, aid<br />
a copy of the specification has been laid before and approved<br />
by the Board, in accordance with Building Regulation<br />
No. 2.<br />
2. No person shall commence to build, alter, add to,<br />
or-do any of the other acts or works mentioned in Building<br />
Regulation No. 3, unless he:<br />
(a.) Shall have made application in the f0111 provided<br />
in Schedule " A," and<br />
(1)) Shall ha we deposited plans and specifications<br />
prepared bi accordance with By-law No. 4,<br />
(c)<br />
and<br />
Shall have paid the appropriate fees as set out<br />
in Schedule "B," tuul<br />
(d) Until there has been issued therefor a Building<br />
License in the form set out in Schedule "C,"<br />
and the plans and specifications have been<br />
duly endorsed as approved by the Board.<br />
Penalty for breach, not exceeding 3n), and £2 per day<br />
for such time as the offence continues.<br />
:3. No person who shall have obtained the approval<br />
of the Board as provided. hereinbefore, in respect of any<br />
building or addition or alteration, shall in the construction<br />
of such building or addition or alteration curtail<br />
or otherwise depart from. the plans and specifications<br />
which have been approved, without the written consent<br />
of the Board first had and obtained, and such alterationS<br />
or departures from approved plans and specifications<br />
shall be \VII, described, and endorsed on and in the<br />
plans and specifications.<br />
Penalty for breach, not exceeding £20, and £2 per day<br />
for such time as the offence continues.<br />
4. All plans shall be neatly made in ink (scale<br />
feet to one inch) on drawing paper, tracing. cloth, or<br />
sunprint of at least 15in. x 20in. in size. The plans<br />
plull show every storey, elevations of external fronts,<br />
and one or more sections, showifig the heights of storeys,<br />
depth of foundations, level of ground, construction of<br />
walls, roofs, floors, etc., all clearly figured and dimensioned<br />
io feet and inches.<br />
There shall also be deposited a locality plan (scale<br />
not less than 16 feet to one inch), showing the position<br />
of the site on the block of the-proposed building, :Ind.<br />
showing. other buildings existing thereon, with all drains,<br />
privies, and other works.<br />
Collies of the locality and ground plans shall be left<br />
permanently with the Board. All plans, drawings, and<br />
specifications must be signed by the building owner or<br />
his duly authorised agent.<br />
All specifications shall be compiled so as to clearly<br />
and fully set forth the materials, workmanship, and<br />
every detail for the due completion of the work it refers<br />
to.<br />
Plans and speci flea tions shall be left with the Board<br />
at least seven (lays before the issue of the Building'<br />
License.<br />
5. 'Whenever requested to do so by the Board, the<br />
holder of a Building License shall produce for inspection<br />
any plan or specification that has been approved by the<br />
Board and referred to in such Building License.<br />
6. The level of the ground flour of any building shall<br />
not be less than three inches above the level of the adjacent<br />
footway or crown of the road, without the written<br />
permission of the Board first had. In eases where the<br />
road or footpath has not been constructed, the level of<br />
the ground door shall be at such height as the Board<br />
shall determine, and for this purpose a cross section<br />
of the indicting site shall be supplied by thin building<br />
owner, showing the relative levels of the site and the<br />
unmade road.<br />
7. The Board may refuse to approve of any plan or<br />
specification which has not by reason of inflammable<br />
material proposed to be used, or for other reason, proper<br />
regard to the safety of persons or other buildings in the<br />
event of fire.<br />
S. The Board may refuse to approve of any plans<br />
or specifications which, in the opinion of the Board, are<br />
by reason of size, or design of construction or architecture,<br />
calculated to have a depreciative effect on adjacent<br />
buildings or on the locality where the proposed buildings<br />
would be erected.<br />
9. No license will be granted for the erection of a<br />
building of wood or iron, or with materials other than<br />
brick, stone, or artificial stone unless the position and<br />
design, or value of such building will not, in the opinion<br />
of the Board, be prejudicial to adjacent buildings, or to<br />
the locality where the proposed building's would be<br />
erected.<br />
10. No part of a building to be used as a dwelling<br />
house shall be placed at a lesser distance than five feet<br />
irom the side boundaries of the block, nor at a lesser<br />
distance than ten feet from the road boundary or any<br />
adjacent building., unless the written authority of the<br />
hoard has been first obtained.<br />
11. No person shall open any footpath or road, or<br />
place any materials upon the same, nor erect any staging<br />
thereon, unless lie first give three days' clear notice thereof<br />
in writing, and deposits the sum of £5, and have<br />
obtained the written consent of the Board, and slain<br />
comply with all conditions as to coverings, railings,<br />
lights, and other requirenients which may be set out in<br />
thin consent herein referred to.<br />
(a) On the completion of the work, the person to<br />
whom the consent has been issued shall,<br />
within three days, fill in and repair all disturbances<br />
in the road or footpath, and shall<br />
remove all materials therefrom. On the work<br />
of repair and removal having been dens to<br />
the satisfaction of the Board, the deposit will<br />
be refunded in due course.<br />
(b) If the work referred to in (a) has not been<br />
done to the satisfaction of the Board or is<br />
unduly delayed, the Board may do the necessary<br />
work at the cost and charge of the<br />
person to whom the aforesaid consent was<br />
given.<br />
12. No person shall erect any verandah (or other<br />
projection) over any public way without first having'<br />
deposited plans and specifications of the proposed erection,<br />
and if approved by the Board, the said plans and<br />
specifieations shall be endorsed as approved, subject,<br />
however, to any conditions which may be attached<br />
thereto.<br />
No advertising, trade, or other signs shall be displayed<br />
on any verandah (or other projection) over any<br />
public way save with the written approval of the Board<br />
first had.<br />
13. A privy in accordance with the Health By-laws<br />
shall be provided before any further work is done (where<br />
such is not already on the premises) for the use of all<br />
workmen employe(li on the job.<br />
14. Any person who does any act contrary to, or<br />
neglects or omits to do any act required to be done<br />
within the meaning of these By-laws shall, where no<br />
specific penalty is otherwise provided, incur a penalty<br />
not exceed'ng and a further penalty of per day<br />
for each the offence continues.
