should be used .In this way, popular<br />

participation is encouraged and communities<br />

are allowed to regulate, manage and control<br />

This should be complemented with building<br />

the capacity of the existing traditional<br />

<strong>The</strong> decision-making structures should be<br />

depoliticised to allow them to be the true<br />

representative of the people not on a partisan<br />

political basis but development politics that<br />

will motivate everybody to be part of the<br />

process. <strong>The</strong> structures should be truly<br />

autonomous under a decentralised local<br />

government system in order to allow for<br />

checks and balances. Furthermore, there is a<br />

need to strengthen the economic base of the<br />

rural areas by providing good infrastructure to<br />

allow for effective communication and<br />

development.<br />
