9. Th e ru de game of war is being tempered more
and more by the spirit of hum ani ty. Civilized na tions
have agreed to prohibit th e use of exp losive bull ets,
which, like th e poisoned alTOWS of th e savage, prolong
and aggravate th e agonies of the wound ed.
Hu manity has also led to th e improvement of appliances
for th e relief of th e sick and th e wound ed.
Th e field-hospita l with its sta ff of nurses , and the
ambulance-wagon with its attendant surgeons, ar e
now as importan t in th e equipment of an army as
th e ammunition-wagon and the field-battery.
10. Th e most cheering proof, however, of the
ad vance of civilization is th e growing desire of th e
Great Powers to settle th eir disputes, not by war, but
by arbitration and mutual agreement ; and when one
thinks of it calmly, th e decision of int ernational
differences by war- th at is to say, by th e slaughter
of hu ndreds or of thousands of men who have little
kn owledge of, or interest in, th e quarre l-seems tc
be a savage mode of proceeding, and altogeth er un
worthy of the civilized nati ons of th e world.
