2.3 Preliminary Decisi<strong>on</strong>-Making Cost Estimati<strong>on</strong><br />

All decisi<strong>on</strong> making costing or "c<strong>on</strong>cept" estimati<strong>on</strong> was performed by Norfolk Naval<br />

Shipyard's Structural Engineering and Planning Office (Code 256). This preliminary costing<br />

was performed prior <str<strong>on</strong>g>to</str<strong>on</strong>g> any structural analysis. It was presumed that <strong>on</strong>e type of ballast or <strong>on</strong>e<br />

locati<strong>on</strong> of ballast could be ruled out solely based <strong>on</strong> cost al<strong>on</strong>e. As a result, a final cost analysis<br />

would still need <str<strong>on</strong>g>to</str<strong>on</strong>g> be performed after <str<strong>on</strong>g>the</str<strong>on</strong>g> structural analysis was completed. Cost estimati<strong>on</strong><br />

was performed for a combinati<strong>on</strong> of 36 scenarios <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> 2"'', 4*, and 8* decks. A specific<br />

number of man-hours were allocated under each shop for jobs associated with <str<strong>on</strong>g>the</str<strong>on</strong>g> installati<strong>on</strong> of<br />

Perma Ballast®. These jobs ranged from <str<strong>on</strong>g>the</str<strong>on</strong>g> opening and closing of voids <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> preparing and<br />

painting of any additi<strong>on</strong>al structures. The cost estimati<strong>on</strong> was broken down by man-hours and<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>n c<strong>on</strong>verted <str<strong>on</strong>g>to</str<strong>on</strong>g> man-days. A <str<strong>on</strong>g>to</str<strong>on</strong>g>tal producti<strong>on</strong> cost was <str<strong>on</strong>g>the</str<strong>on</strong>g>n derived from <str<strong>on</strong>g>the</str<strong>on</strong>g> man-days<br />

required for tank prepping <str<strong>on</strong>g>the</str<strong>on</strong>g> Perma Ballast® installati<strong>on</strong>. Similarly, material producti<strong>on</strong> costs<br />

were calculated for prepping a typical void while additi<strong>on</strong>al material costs were additi<strong>on</strong>ally<br />

applied for canning plate installati<strong>on</strong> <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> 2"^" deck. A canning plate, used <str<strong>on</strong>g>to</str<strong>on</strong>g> enclose <strong>on</strong>ly <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

required amount of ballast, would <strong>on</strong>ly be utilized in analysis of <str<strong>on</strong>g>the</str<strong>on</strong>g> 2°^ deck because both <str<strong>on</strong>g>the</str<strong>on</strong>g> 4'<br />

and 8* decks are completely filled in all of <str<strong>on</strong>g>the</str<strong>on</strong>g> modeling scenarios. Any additi<strong>on</strong>al weight added<br />

due <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> additi<strong>on</strong> of internal structures or stiffening was also tabulated and tracked.<br />

Because <str<strong>on</strong>g>the</str<strong>on</strong>g> 4* and 8* decks did not require canning plates, any costing associated with<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>se decks involved limited material costs and fairly minor producti<strong>on</strong> costs. Much of <str<strong>on</strong>g>the</str<strong>on</strong>g> work<br />

associated with all <str<strong>on</strong>g>the</str<strong>on</strong>g> tanks includes:<br />

• Opening and closing of tanks<br />

• Touch-up painting<br />

• Removal and reinstallati<strong>on</strong> of accesses<br />
