3.2.1 Ease of Removal<br />

As menti<strong>on</strong>ed previously, Perma Ballast® is removable. In fact, removal costs were ^<br />

assessed as well for this project <strong>on</strong> a per tank basis. For <str<strong>on</strong>g>the</str<strong>on</strong>g> purposes of this <str<strong>on</strong>g>the</str<strong>on</strong>g>sis, all tank<br />

prepping costs for ballast removal by BTI were also calculated by Norfolk Naval Shipyard (Code<br />

256). It was estimated that it would cost approximately $78,652 for labor and material <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

remove/reinstall accesses and interferences for <strong>on</strong>e 8"" deck tank, and approximately $63,412 for<br />

labor and material <str<strong>on</strong>g>to</str<strong>on</strong>g> remove/reinstall accesses for <strong>on</strong>e 2"^* deck tank.<br />

Ballast removal costs were also obtained from BTI. It was determined that it would be<br />

best for BTI <str<strong>on</strong>g>to</str<strong>on</strong>g> actually remove <str<strong>on</strong>g>the</str<strong>on</strong>g> ballast and dispose of it due <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> high costs involved should<br />

a naval shipyard need <str<strong>on</strong>g>to</str<strong>on</strong>g> dispose of <str<strong>on</strong>g>the</str<strong>on</strong>g> ballast. For ballast removal, BTI will charge a fixed fee •<br />

of $100,000 for locating and utilizing <str<strong>on</strong>g>the</str<strong>on</strong>g>ir equipment and approximately $395 <str<strong>on</strong>g>to</str<strong>on</strong>g> remove <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

ballast per I<str<strong>on</strong>g>to</str<strong>on</strong>g>n. They also estimated approximately $65 per I<str<strong>on</strong>g>to</str<strong>on</strong>g>n <str<strong>on</strong>g>to</str<strong>on</strong>g> dispose of it. All pricing is<br />

based <strong>on</strong> disposal of 100% of <str<strong>on</strong>g>the</str<strong>on</strong>g> water used <str<strong>on</strong>g>to</str<strong>on</strong>g> re-slurry <str<strong>on</strong>g>the</str<strong>on</strong>g> material.<br />

For example, a 1.5 degree list correcti<strong>on</strong> would require approximately 400 I<str<strong>on</strong>g>to</str<strong>on</strong>g>n of ballast<br />

and would need <str<strong>on</strong>g>to</str<strong>on</strong>g> be removed from two 2"*^ deck tanks. This would result in a <str<strong>on</strong>g>to</str<strong>on</strong>g>tal removal ^<br />

cost of $347,412 of which $284,000 is for <str<strong>on</strong>g>the</str<strong>on</strong>g> ballast removal and $63,412 is for removing and<br />

reinstalling accesses. It should be noted that this ballast additi<strong>on</strong> is <strong>on</strong>ly as permanent a soluti<strong>on</strong><br />

as it needs <str<strong>on</strong>g>to</str<strong>on</strong>g> be. For example, should future modificati<strong>on</strong>s entail replacing <str<strong>on</strong>g>the</str<strong>on</strong>g> old <strong>Nimitz</strong> island ^<br />

with a new CVN 76 island, it would <str<strong>on</strong>g>the</str<strong>on</strong>g>n be desirable and cost effective <str<strong>on</strong>g>to</str<strong>on</strong>g> remove this ballast.<br />

3.2.2 Evidence Perma Ballast® is n<strong>on</strong>-corrosive<br />

Recently, <str<strong>on</strong>g>the</str<strong>on</strong>g> American Bureau of Shipping (ABS) required a sealift c<strong>on</strong>versi<strong>on</strong> vessel<br />

that installed this Perma Ballast® in 1984 <str<strong>on</strong>g>to</str<strong>on</strong>g> remove its ballast. C<strong>on</strong>cern had arisen because a<br />

tank inspecti<strong>on</strong> revealed that corrosi<strong>on</strong> coup<strong>on</strong>s had underg<strong>on</strong>e significant weight loss. ti<br />
