Sample Design <strong>and</strong> Statistical Accuracy<br />

This appendix is presented in two parts.<br />

The first part is the U.S. <strong>Census</strong> <strong>Bureau</strong><br />

Source <strong>and</strong> Accuracy Statement. This<br />

statement describes the sampling<br />

design for the <strong>2011</strong> <strong>Survey</strong> <strong>and</strong><br />

highlights the steps taken to produce<br />

estimates from the completed questionnaires.<br />

The statement explains the<br />

use <strong>of</strong> st<strong>and</strong>ard errors <strong>and</strong> confidence<br />

intervals. It also provides comprehensive<br />

information about errors characteristic<br />

<strong>of</strong> surveys <strong>and</strong> formulas <strong>and</strong><br />

parameters to calculate an approximate<br />

st<strong>and</strong>ard error or confidence interval for<br />

each number published in this report.<br />

The second part, Tables D-1 <strong>and</strong> D-2,<br />

reports estimates <strong>and</strong> approximate<br />

st<strong>and</strong>ard errors for selected measures<br />

<strong>of</strong> participation <strong>and</strong> expenditures for<br />

wildlife-related recreation.<br />

SOURCE OF DATA<br />

The estimates in this report are based<br />

on data collected in the <strong>2011</strong> <strong>National</strong><br />

<strong>Survey</strong> <strong>of</strong> <strong>Fishing</strong>, <strong>Hunting</strong>, <strong>and</strong> Wildlife-Associated<br />

Recreation (FHWAR)<br />

conducted by the <strong>Census</strong> <strong>Bureau</strong> <strong>and</strong><br />

sponsored by the U.S. Fish <strong>and</strong> Wildlife<br />

Service.<br />

The eligible universe for the FHWAR<br />

is the civilian noninstitutionalized <strong>and</strong><br />

nonbarrack military population living<br />

in the United States. The institutionalized<br />

population, which is excluded<br />

from the population universe, is<br />

composed primarily <strong>of</strong> the population<br />

in correctional institutions <strong>and</strong> nursing<br />

homes (98 percent <strong>of</strong> the 4 million<br />

institutionalized people in <strong>Census</strong><br />

2010).<br />

The <strong>2011</strong> FHWAR was designed to<br />

provide state-level estimates <strong>of</strong> the<br />

number <strong>of</strong> participants in recreational<br />

hunting <strong>and</strong> fishing <strong>and</strong> in wildlife<br />

watching activities (e.g., wildlife observation).<br />

Information was collected on<br />

the number <strong>of</strong> participants, where <strong>and</strong><br />

how <strong>of</strong>ten they participated, the type <strong>of</strong><br />

wildlife encountered, <strong>and</strong> the amounts<br />

<strong>of</strong> money spent on wildlife-related<br />

recreation.<br />

The survey was conducted in two<br />

stages: an initial screening <strong>of</strong> households<br />

to identify likely sportspersons<br />

<strong>and</strong> wildlife-watching participants <strong>and</strong><br />

a series <strong>of</strong> follow-up interviews <strong>of</strong><br />

selected persons to collect detailed data<br />

about their wildlife-related recreation<br />

during <strong>2011</strong>.<br />

SAMPLE DESIGN<br />

The <strong>2011</strong> FHWAR sample was selected<br />

from the <strong>Census</strong> <strong>Bureau</strong>’s master<br />

address file (MAF).<br />

The FHWAR is a multistage probability<br />

sample, with coverage in all 50<br />

states <strong>and</strong> the District <strong>of</strong> Columbia. 1 In<br />

the first stage <strong>of</strong> the sampling process,<br />

primary sampling units (PSUs) are<br />

selected for sample. The PSUs are<br />

defined to correspond to the Office <strong>of</strong><br />

Management <strong>and</strong> Budget definitions<br />

<strong>of</strong> Core Based Statistical Area definitions<br />

<strong>and</strong> to improve efficiency in<br />

field operations. The United States is<br />

divided into 2,025 PSUs. These PSUs<br />

are grouped into 824 strata. Within<br />

each stratum, a single PSU is chosen<br />

for the sample, with its probability <strong>of</strong><br />

selection proportional to its population<br />

as <strong>of</strong> the 2000 decennial census. This<br />

PSU represents the entire stratum from<br />

which it was selected. In the case <strong>of</strong><br />

strata consisting <strong>of</strong> only one PSU, the<br />

PSU is chosen with certainty.<br />

The sample size in the District <strong>of</strong> Columbia (D.C.) is<br />

not <strong>of</strong> sufficient size to produce reliable estimates for<br />

only D.C. The sample responses from D.C. are included<br />

in the U.S. totals for complete coverage <strong>of</strong> the U.S.<br />

(excluding Puerto Rico <strong>and</strong> the U.S. Virgin Isl<strong>and</strong>s).<br />

Within the selected PSUs, the FHWAR<br />

sample was selected from the MAF.<br />

FHWAR Screening Sample<br />

The total screening sample in Vermont<br />

consisted <strong>of</strong> 703 households. Interviewing<br />

for the screen was conducted<br />

during April, May, <strong>and</strong> June <strong>2011</strong>. Due<br />

to a high noncontact rate, an additional<br />

personal visit screening interview,<br />

for a subsample <strong>of</strong> noncontact cases,<br />

occurred again in February, March,<br />

April, or May 2012. Of all housing<br />

units in sample, about 592 were<br />

determined to be eligible for interview.<br />

Interviewers obtained interviews at 438<br />

<strong>of</strong> these units for a Vermont response<br />

rate <strong>of</strong> 74 percent. 2 Vermont’s weighted<br />

response rate was 79 percent. The<br />

interviewers asked screening questions<br />

for all household members 6 years old<br />

<strong>and</strong> older. Noninterviews occur when<br />

the occupants are not found at home<br />

after repeated calls or are unavailable<br />

for some other reason.<br />

Data for the FHWAR sportspersons<br />

sample <strong>and</strong> wildlife-watchers sample<br />

were collected in three waves. 3 The first<br />

wave started in April <strong>2011</strong>, the second in<br />

September <strong>2011</strong>, <strong>and</strong> the third in January<br />

2012. In the sportspersons sample, all<br />

persons who hunted or fished in <strong>2011</strong><br />

by the time <strong>of</strong> the screening interview<br />

were interviewed in the first wave. The<br />

remaining sportspersons in sample were<br />

interviewed in the second wave. The<br />

reference period was the preceding 4<br />

months for waves 1 <strong>and</strong> 2. In wave 3, the<br />

reference period was either 4, 8, or 12<br />

months depending on when the sample<br />

person was first interviewed.<br />

Response rates are calculated by using APPOR’s RR2<br />

formula.<br />

The sample cases selected due to high noncontact<br />

rates were only interviewed once. They received a<br />

screener <strong>and</strong> if they had some form <strong>of</strong> participation a<br />

detailed questionnaire. These participants did not get<br />

three waves <strong>of</strong> interviewing. The reference period for<br />

these sampled cases was between 13 <strong>and</strong> 16 months.<br />
