Agency Banking: Market Testing Toolkit - Model Request for Tender 18.3 The [...INSERT AGENCY NAME...] needs to take action towards the achievement these goals that are a part of the Australian Government’s on-line strategy, and in particular, to pay all suppliers to Australian Government by electronic funds transfer, with this facilitated by the issue of electronic remittance advice. 18.4 Tenderers are requested to describe internet banking and e-payment solutions they may be able to provide that would assist the [...INSERT AGENCY NAME...] to meet its goals in this area, including the availability of technologies and services supporting use of electronic remittance advices linked to e-payment instructions. 19 PRIVACY 19.1 If the tenderer does not consider that it will be able to comply in every respect with the Information Privacy Principles (IPPs) in section 14 of the Privacy Act, it must provide a Tenderer’s Privacy Statement at Annex E, stating: (a) which IPPs it is not currently able to comply with; and (b) the arrangements and procedures the tenderer has in place to protect any Personal Information that may be held or controlled by the tenderer. 19.2 In this RFT, “Personal Information” has the same meaning as it has in the Privacy Act 1988. Agency Banking: Market Testing Toolkit - Model Request for Tender ANNEX C - DESCRIPTION OF TRANSACTIONS AND ACCOUNTS [........INSERT NAME OF AGENCY....] Note: Agency to complete prior to release of RFT. This Annex will provide tenderers with the information required to assess the Agency’s specific requirements, estimate their cost structures and provide the Agency with commercially competitive offers, based on the Agency’s transaction volumes and account keeping requirements. 1 BANK ACCOUNT STRUCTURES Provide an outline of the agency’s bank account structure (e.g. a map); Provides details of the quantity, types (by function as well as “departmental”, “administered” payments/receipts, Trust Account descriptors) and domicile (i.e. location) of the Agency’s bank accounts. • Outline any sub-accounts operating within these structures. If the Agency has developed proposals to change these numbers and/or structures, outline how and what changes are expected to be made. Indicate the average balances of accounts by type over (say) a yearly cycle – indicating peaks and troughs. 2 TRANSACTION VOLUMES Provide details of measured volumes of transactions by each transaction type (e.g. deposits, direct credits, cheques, RTGS transfers) for a representative period; either actuals or estimates. Where the Agency expects some significant changes in these volumes in relation to specific transactions, or overall, it should indicate the nature of these changes and estimate their impact. Tenderers can be requested to price according to current and estimated transaction volumes. 3 MAJOR CASH FLOWS Provide an outline of the movements by value over a weekly, monthly or yearly cycle for the Agency’s cash flows. This should describe movements between accounts and for inflows (receipts) and outflows (payments) through payment system and settlement streams (Real Time Gross Settlement and Commonwealth Bulk Direct Entry) and geographically through any existing agency banking network (in Australia and overseas).
