Responses to comments raised at Scrutiny Coordinating Committee Meeting on 17 th February 2012<br />

Issue Raised<br />

Outcome 6 - Members suggested that the<br />

action “Implement Child Poverty Action Plan”<br />

be included in the Health and Wellbeing<br />

Theme, as well as the Jobs and Economy<br />

Theme where it currently sits.<br />

Outcome 6 - Members queried the<br />

Performance Indicator “Proportion of Children<br />

in poverty” – specifically if this should read<br />

“Proportion of families in poverty”<br />

Response<br />

The action “Implement Child Poverty Action Plan” has been included in Outcome<br />

10 (Be healthy - children enjoy good physical and emotional health and live a<br />

healthy lifestyle), within the Health and Wellbeing Theme.<br />

The data is provided nationally and is only available as the proportion of children in<br />

poverty, and not the proportion of families in poverty. The reason for this is a<br />

family can be defined as two adults without children. In order to be measured the<br />

Performance Indicator needs to remain as “Proportion of Children in poverty”.<br />

Outcome 3 - NI 80 (Percentage of young<br />

people achieving a Level 3 qualification by the<br />

age of 19). The 2012/13 target is 47.0% and<br />

Members were of the opinion that this was too<br />

low and the target should be higher –<br />

approaching 67%<br />

Outcome 9 – Members suggested that the<br />

action “Draft the Health & Wellbeing Strategy<br />

through shadow Health & Wellbeing board” be<br />

reworded – “The Health and Wellbeing<br />

Strategy be agreed by the shadow Health and<br />

Wellbeing Board”<br />

It is proposed to increase the 2012/13 target to 49%. It is felt that anything above<br />

that would be unrealistic given the level of pupils entitled to free school meals and<br />

the deprivation levels within the town. For information, and to put this figure into<br />

context, the latest published data show the average for the North East region as<br />

47% and England as 52%<br />

Action amended as per Member’s suggestion.<br />
