Briefing Paper on the prevention and trans<strong>for</strong>mation <strong>of</strong> violent<br />

conflict in the contemporary world.<br />

This briefing paper is designed to develop your research skills in finding<br />

out about an NGO, national government department, or regional (e.g. EU,<br />

AU, ASEAN, OAS) or international organisation (e.g.UN, IMF, World Bank)<br />

and its role in peacebuilding.<br />

You have to choose a conflict situation, then you will have to write an<br />

advisory brief <strong>for</strong> one <strong>of</strong> these organisations, as to the policy options<br />

available to the organisation. (For example a briefing paper <strong>for</strong> Oxfam,<br />

which is a large UK NGO, which may be deciding to become involved in a<br />

conflict zone managed by the UN, UN agency or UN mandated<br />

organisation, <strong>for</strong> example ECOWAS).<br />

<strong>The</strong> organisation can either be about to go to a conflict situation <strong>for</strong> the first<br />

time or already be involved in that situation.<br />

<strong>The</strong> Briefing Paper’s Format<br />

Briefing papers are designed to help organisations understand the<br />

essentials <strong>of</strong> a policy issue. <strong>The</strong> essence <strong>of</strong> a briefing paper is that it must<br />

be short, must focus on the key issues at stake <strong>for</strong> the given organisation<br />

on the question raised. It must contain only the most essential analysis<br />

and evidence to buttress its conclusions.<br />

In <strong>for</strong>mat it must include the following:<br />

1. A title in the <strong>for</strong>m <strong>of</strong> Policy Options <strong>for</strong> X (organisation) on Y<br />

(policy issue).<br />

2. A description <strong>of</strong> the organisation, its aims and objectives in general<br />

and its position in relation to the conflict. If you choose a national<br />

or international organisation, then you must specify to which<br />

particular department <strong>of</strong> government or regional or international<br />

organisation the briefing paper is addressed.<br />

3. A contextualisation <strong>of</strong> the issue in terms <strong>of</strong> a brief history <strong>of</strong> the<br />

conflict, then current developments and issues, and the problems<br />

it raises <strong>for</strong> the given organisation and any relevant past stances<br />
