Part A: Background and Scope of the RREF Review
A total of 32 submissions were received, as listed in Appendix 1.4:
• the majority were from Local Government, eight from individual Councils, two
from groups of Councils and local community health services, and the Municipal
Association of Victoria;
• two were from major aged and community care providers that covered several
regions, the Royal District Nursing Service, the largest single HACC agency in
Victoria, and Uniting Care;
• two were from health services, namely Barwon Health and the Children’s Hospital;
• four were from organisations representing different client groups, including younger
people with disabilities and ethnic communities.
Following presentation of a full report on the Consultations to the Reference Group, a summary
feed-back report was circulated in early 2001 to all who attended or who made submission
Options Paper
Following the first round of consultations and other research and development work by the
Consultancy team, an Options Paper was prepared as a basis for the second round of
consultations. The Options Paper was distributed to all HACC agencies and to all those who
participated in the first round of consultations including through regional DHS offices and via
the DHS web site.
To provide a guide for the second round of consultations, the Options Paper followed the
following steps:
• it outlined the options available at each step;
• it noted the criteria to be considered in deciding between options;
• it showed profiles of the variables identified for weighting the RREF base
populations;
• it presented RREF base populations and outcomes taking account of different
options; and
• it sought feedback on each step of the development of the options for the revised
RREF.
Each step ended with a summary of the options developed and questions for discussion at the
Consultations. It was emphasised that none of the options presented in the Options Paper had
been identified as preferred options for the revised RREF, and that the final revised RREF
would only emerge after the second round of consultations. The options presented in the
consultations and the further issues identified are reported in Part C and Part D of this report.
