1.6 SUMMARY OF OPTIONS FOR DEFINING THE RREF BASE POPULATION
The options identified for the five elements of the definition of the RREF base population are
summarised below. The Round 2 Consultations sought views on these options.

! Continued use of data from the ABS Disability, Ageing and
Carers Survey for defining the HACC Base Population is the
identified option at this time.
! Reconsider should alternative data bases become available in
future
! The identified option is to prepare initial Base Populations
using:
! statewide rates of prevalence of handicap to calculate the
number of people in each age group with a moderate, severe
or profound handicap in each LGA,
! using the LGA populations projected by DOI.
! To obtain the handicapped population living in the community,
the identified option is to subtract the following groups from
each LGA initial base population:
! actual residents in residential aged care
! residents in disability accommodation
! Further consideration to be given to CACP places in future.
! Which of the following do you consider the most suitable base
population for the RREF?
! RREF92- adjustment of inclusion of total population in the
community aged 85 and over,
! Options for adjusting for the frail aged.
! Which option do you prefer for adjusting for the frail aged:
! Include only the moderately, severely and profoundly
handicapped at all ages;
! Include all those aged 70 and over;
! Double the number of moderately, severely and profoundly
handicapped aged 70 and over in recognition of higher rate of
profound handicap.
! Should the actual number of veterans aged 70 and over eligible
for the Veterans’ Home Care Program in each LGA be subtracted
from the RREF base population?
! Are there any further exclusions that should be considered?
